“Cancer can be cured with herbs". "Cancer is actually a yeast". "High fevers in young children are a good thing". This is some of the health “information” that was given to participants in the "A Journey of Healing" seminar that was held in Ireland last week and is discussed in an article in The Journal. The recommendations came from an Australian citizen who has actually been banned from providing any health service…
Student Visas 22 Oct 2026
I thank the Minister of State for taking this Topical Issue this afternoon. I am raising the case of Ahmed Abuhassan, a 22-year-old student from Gaza who has been accepted onto UCD's bachelor of science in computer science programme with a full scholarship but has been unable to commence his course because his student visa was refused. Mr. Abuhassan was due to commence his studies on 7 September, but due to the visa …
Student Visas 22 Oct 2026
The Minister of State just said that there must be a fair and rules-based process for all of this. She also outlined some of the reasons for rejections of visa applications. The reason outlined to Mr. Abuhassan was that he did not meet the financial criteria. We have it clearly and in no uncertain terms from the UCD Foundation that that reason does not exist. The UCD Foundation is providing the necessary funding. I q…
The Gender Recognition Act 2015 was a significant achievement, making Ireland one of the first countries in the world to provide for legal gender recognition on the basis of self-determination. However, as many LGBTQI organisations have pointed out, that framework does not currently provide for non-binary people and leaves important issues affecting intersex people unresolved. One lesson I have always taken from my …
This Bill proposes a fundamental change to Ireland's long-standing approach to overseas military deployments. Despite the significance of this Bill, the Government will guillotine the debate in this House, denying Members the scrutiny and debate that such a proposal deserves. Whatever your view on the triple lock, surely we can all agree that legislation of this magnitude warrants careful examination. This Bill is no…
Cabinet Committees 20 Oct 2026
2. Deputy Roderic O'Gorman asked the Taoiseach when the Cabinet committee on the economy, trade and competitiveness will next meet. [72060/26]

Battery e-cars now lead the market in new car sales in Ireland. They are ahead of hybrids, petrol and diesel cars but just when Irish consumers are looking to buy e-cars that are cheaper to run, the EU is moving in the exact opposite direction. There is a proposal from the German and French Governments to water down the EU's CO2 emissions cuts for new cars by 2035 from 100% to 80%. It is an historic mistake. It is ba…

Cabinet Committees 20 Oct 2026
Availability of after-school places remains a key problem in my constituency of Dublin West. I have spoken to constituents who have had to switch from full-time work to part-time hours solely due to the lack of after-school places. Using primary school classrooms as locations for after-school services could make a big difference. Will the Taoiseach engage with the Minister for Education and Youth and ask that she wou…
In February, we were told that a successor to the pilot basic income for the arts scheme would be launched and operational in 2026. Over 10,000 artists applied to be part of the new scheme with the Minister having said that funding would be provided for 2,000 artists. On Tuesday, applicants received an email stating that only 750 artists would receive payments in 2026. The remaining 1,250 would not see a payment unti…
On Tuesday evening last week, the Dáil voted to cut the carbon tax on home heating oil from €63.50 to €48.50 per tonne of CO2. It was argued then that the move would save roughly €25 to €40 on a standard fill. I voted against that resolution because I believe that using climate action as a scapegoat when it is fossil fuels that are hurting families is wrong. It misleads the public as to why fuel prices are increasing…
13. Deputy Roderic O'Gorman asked the Minister for Agriculture, Food and the Marine when his Department will finalise its response to a research report commissioned from the National University of Ireland, Galway on the protection of the native Irish honey bee which has been with his Department since September 2025. [71023/26]
The Green Party is passionate about bees and protecting the Irish honey bee. We advanced the Protection of the Native Irish Honey Bee Bill during the last Dáil. A piece of research was undertaken by the Department to support that Bill. It is finished but it has been sitting unpublished in the Department for a good while. When will that research be published?
I thank the Minister of State. Let us look at the timeline here. The contract for this research about the native Irish honey bee was signed in October 2023. That is three years ago now. The research was finished. The paper was then evaluated by an external expert and the expert's comments were then re-evaluated by the original researcher. A finalised report was provided to the Minister of State's Department in Septem…
I am disappointed that the Minister of State has not been able to give me a clear date today. I am flagging with him that I will be coming back to the issue of the publication of this important report. On the wider issue, could the Minister of State give me the position of his Department on the native Irish honey bee Bill? It passed the Seanad, so the Department of agriculture was prepared to support it in the previo…
Animal Breeding 8 Oct 2026
20. Deputy Roderic O'Gorman asked the Minister for Agriculture, Food and the Marine if he will include the recommendations of animal welfare organisations (details supplied), as outlined during pre-legislative scrutiny, into the dog breeding establishments (amendment) Bill 2026, before that Bill is brought to First Stage. [71025/26]
Animal Breeding 8 Oct 2026
I will take Question No. 20. I thank the Leas Cheann-Comhairle. We are a nation of dog lovers and the conditions in which many puppies are bred in this country is a growing source of concern to people. We had a detailed debate on dog breeding in this House a couple of months ago. I and Deputies across the House spoke on the issue. I welcome the fact the Minister is bringing forward a dog breeding establishments (ame…
Animal Breeding 8 Oct 2026
I thank the Minister. I am happy to take his commitment to advancing this legislation, ensuring it is strong and that some of the egregious abuses of dogs taking place in certain dog breeding establishments are ended. I look forward to working with him throughout the process. A couple of key points came up in the PLS process, including the definition of a dog breeding establishment and how many breeding bitches had …
Animal Breeding 8 Oct 2026
I thank the Minister and I recognise the passion with which he has spoken about this. However, it is these key details I am highlighting that will determine whether the legislation he brings forward makes that change. I recognise we are at the start of the process but strengthening those elements is really important. I know the Minister's Department is represented on the dog control stakeholders group. It has a repo…
On World Mental Health Day, we will have the opportunity to reflect on something that touches on every family, every community and every workplace in this country. The theme this year is lived experiences heard, real voices and real change. We need to reflect on that in our discussion today. We all need to think about how we can meaningfully bring the voices of people with mental health experiences into the policy co…
I welcome the opportunity to mark National Breastfeeding Week and to recognise the thousands of parents, healthcare professionals, advocates and community organisations that work every day to support breastfeeding across Ireland. Like everyone else, I take the opportunity to welcome the very small visitors to the Public Gallery today. I thank their parents for their ongoing advocacy and engagement on these important …
What was announced yesterday was a budget of too little, too late for too few. I spoke yesterday about how this budget was going to deepen energy insecurity and climate instability, and worsen rising household costs by continuing our reliance on fossil fuels and slowing the pace of retrofits. I will talk today about some of the people I hear from in my constituency every week who will continue to be left behind by t…
Budget 2027 is being delivered during a global cost-of-living crisis which, at its heart, is a cost-of-energy crisis. At a time of energy insecurity, climate instability and rising household costs, every major budget decision should be taken to help people reduce their dependence on expensive fossil fuels. The response of the Government should have been a cost-of-energy budget, one that focuses on an immediate respon…
The Green Party welcomes this legislation and we will support its progression through the Oireachtas. We know that rail is one of the safest, most sustainable and most climate-friendly forms of public transport. As this country continues to invest in public transport, expand our rail services and plan major new projects, such as MetroLink and DART+ in Dublin and metropolitan rail in other cities, it is essential that…
I offer my condolences and those of the Green Party on the death of our colleague, Seamus Carroll. Yesterday, the Joint Committee on Artificial Intelligence heard from EirGrid, ESB Networks and the CRU. They raised some of the clearest concerns yet about the impact of data centres on our grid. These are not NGOs that the Government can brush off. They are State bodies and they were warning in no uncertain terms that …
