State, Deputy Byrne, describes it as "a living document" in his speech. It does not strike me there is much life in it right now. People need to get a move on.
The Minister's speech is clear about what he and his Department is not going … House and the Department has taken the call not to put that in it.
On the issue of noise pollution, there is a long session here about why we should not be going to the District Court. I agree that the District Court is not the right place

this area but it really concerns me that we have so many quangos now that are outside of the reach of this House. When you ask a parliamentary question as to the status of one issue or another, the status of a company or the status … debated in this House but we still have not received them. Why does it take so long to bring forward regulation or legislation that will govern development like this, not to stop or hold them up but to regulate them and acknowledge the rights of the communities they
know the Deputy will be raising this issue regularly and he is right to do so because it will make a very significant difference. We will certainly be putting as much positive pressure as possible on to ensure delivery. I will be watching the timeline very closely … envisage delays. As I have told the House, the best date I have for delivery is 2027. We will certainly be keeping a very close eye on this because it will make a very significant difference to customers right across the country
actually talking about people who have come here in search of safety and are living in genuine fear.
We barely had a far-right movement in this country only a few years ago; however, through the action or inaction of this Government and the one before … addressed?
The far right did not appear out of nowhere; it was given space to grow because of how others were scapegoated and how vulnerable and neglected communities have been left in the lurch for decades.
Instead of resourcing housing, healthcare and public services, a narrative was allowed
invaluable. This is exactly why it is so important that we ensure we have the right support in the right place at the right time. I might come back to that point in a few moments.
On the redeployment scheme, I think we all agree that the needs … must be careful not to undermine the very framework that has allowed this support to scale so rapidly. I also assure the House that there has been no change in how the circular has been interpreted or implemented.
However, we recognise the landscape of education has changed
backlog of legislation we have relating to the right to home care, legislation relating to CHI and much other legislation, but I see real value in this. It has been great to hear the consistent messages across the House about particular parts of our communities that are affected … travellers, the racism and discrimination that we allow to persist on a massive scale. This is one of Europe’s greatest human rights scandals.
That is coming from the Council of Europe, echoed by the Irish Human Rights and Equality Commission. We need to take really seriously
most significant reform programmes ever implemented by the State. I am so pleased it is a collective effort in this House that is enabling this. We are doing so against the backdrop of the greatest investment ever in healthcare in Ireland, the largest health and social care workforce … deliver health and social care through the implementation of Sláintecare and the programme for Government. Our aim is to ensure that the right care is available, in the right place and at the right time. We are prioritising increasing access to make sure those who need care receive
Right now in Ireland, 5,000 children are homeless and more than 100,000 children are living in consistent poverty. That is only the tip of the iceberg and what the official figures are telling us. One in five children is living below the poverty line once housing … scoliosis backlogs. We also see a need, as Deputy Eoin Ó Broin has laid out quite clearly, to build public and affordable housing at scale to end the pipeline into homelessness and poverty, because that is the legacy of this Government. The money exists but what is clearly
term lets back to housing in the cities and the large towns, that will be a good day's work. It is not simple either, in terms of planning laws and the frameworks around that, to make sure that we get it right. The Government will introduce this … constituency. A lot of people in west Cork approve of the planning exemption proposal around units at the back of their houses and so on. They actually approve of it. Some people will be paying up to €80,000 for those, if they are modular units, for example
scenario is unconscionable. In the 16 months since then, this House has often expressed its deep concern about the unacceptable loss of civilian life and the catastrophic humanitarian situation in Gaza. We underlined that Israel had a right to defend itself from attack but any such right … forced displacement of any civilian population from Gaza nor occupation of the strip by Israel. A two-state solution and the right of the people of Palestine to determine their own future has to be the destination. Any move to relocate any population against its will is absolutely
Minister of State then spoke about space. We have a situation that is like the Celtic tiger all over again, because houses are being built and there are no parks, playgrounds or open spaces.
A vulture fund bought up a building in the Blackpool, the late-night pharmacy … night pharmacy is it had a ten-year lease. This vulture fund then came in. There are apartments in Blackpool that are empty right at this minute. This Government always seems to play up to the vulture funds, to the speculators and to the big money, but what
additional pitches to support this additional housing. We need to see investment on this. For many rural dwellers, their commute to work is now nothing short of mental torture. We need to provide a real right to remote work as we ramp up our public transport.

The Deputy is right that there are deficits. I am not painting the picture that everything is perfect - it is not. We have a growing population. We have growing housing and had good news on housing again this morning
that has caused significant worry and concern and as she rightly says, huge inconvenience for parents before we even get into the educational impact, which is also real. I acknowledge she has raised this in this House before. I will ask the Minister, Deputy Naughton, to come back
saying that, it is important to note that Members of this House who hold Government positions now or who held them previously will go on to work in industry. There is a cooling-off period, and rightly so, but we have to be careful because such allegations have

Right across the insurance sector, premiums have increased significantly and there is an upward trend in every piece in every area, such as motor insurance and house insurance. SMEs across the country are faced with significant challenges in getting insurance. Flood insurance is impossible to get. Young people

raise it in the context of expected housing growth in a county like Kildare. It is understandably a favoured place to live. There are wonderful communities that just want some of those basics to be right. The Minister of State will hear more from me, and I appreciate
that when the occupied territories Bill comes back to the House, provisions regarding resources are included, especially the natural resources that are extracted from the occupied territories. I hope that by taking that step in the right direction, we will see an outcome similar to that
