Departmental Bodies 20 Oct 2026
116. Deputy Aengus Ó Snodaigh asked the Minister for Culture, Communications and Sport to list the agencies under his Department’s aegis which have had a real-terms cut in Budget 2027 compared to Budget 2026 when inflation is factored in and where he expects the resulting cuts to be made. [74421/26]
Departmental Bodies 20 Oct 2026
Ar dtús báire, guím biseach ar an Aire, an Teachta O’Donovan, a bhíonn anseo de ghnáth. Tá súil agam go mbeidh sé anseo ag troid linn arís amach anseo. This question concerns the agencies under the Department's aegis that have basically had a real-time cut in Budget 2027. Where does the Minister of State expect those cuts to be?
Departmental Bodies 20 Oct 2026
Inflation for 2026 is 4% so if one only increases any budget by less than that, there has to be a cut just to stand still so there is no increase involved. If the Minister of State said that the budget for the Department is a 2.7% increase, that is not an increase in real terms. He went on to say that there was one-off expenditure. There is also one-off expenditure in next year's budget. The Minister of State even li…
Departmental Bodies 20 Oct 2026
TG4 has spoken for itself. It was encouraged to set out an annual plan to grow and create more content and now it is being told that it will be getting a cut because that is what it is in real terms rather than the €11 million it needed to achieve next year's growth, which it laid out to the Government and which was accepted as far as TG4 was aware. There was a plan for the next three years. The same is true of the …
Budget 2027 20 Oct 2026
130. Deputy Aengus Ó Snodaigh asked the Minister for Culture, Communications and Sport the position regarding the culture card which was promised in advance of budget 2027; if he has considered the activity card proposal put forward by Sinn Féin which would apply not only to ticketed events but to active participation of children in sports and cultural activities. [74475/26]
Budget 2027 20 Oct 2026
A month ago, RTÉ news reported teenagers were to receive a €100 culture voucher in the budget. The day before the budget, the Minister's spokesperson confirmed the funding was secured. This followed the programme for Government commitment to a culture card in 2025 and a hype video in February featuring Government TD Peter 'Chap' Cleere shouting "Yeah, baby" and pretending to be a DJ. My question is simple: what happ…
Budget 2027 20 Oct 2026
I did not say he was a good DJ.
Budget 2027 20 Oct 2026
We had the kite-flying, the hype and the song and dance about this. It is on and off again. Will the Minister of State confirm whether we will see a properly funded culture card for young people in next year's budget? Will the work be concluded? With all the hype beforehand, I presumed the Minister had done his homework, investigated similar culture cards around the world and put in the work with the Minister for Fin…
Budget 2027 20 Oct 2026
I support the concept of an activity card. It is in our own pre-budget submission and has been for a number of years. We have looked at it. The Minister of State spoke of years 1, 2 and 3 but then he said work would continue on exploring it. That suggests it is not shovel-ready, to take a phrase from the previous question. It does not suggest the Department has gone beyond the concept of the culture card. I implore i…
Budget 2027 20 Oct 2026
132. Deputy Aengus Ó Snodaigh asked the Minister for Culture, Communications and Sport the engagement his officials had with the Department of Finance in advance of budget 2027 in relation to tax relief for arts and culture, specifically in relation to developing a regional uplift for section 481 and to extending the tax relief for donations to certain sports bodies to apply also to arts bodies; and the consideration…
Budget 2027 20 Oct 2026
I am back to the budget. Budget 2027 was a disappointment for the arts. Not only was capital funding cut and Arts Council funding failed to keep pace with inflation, but there were only vague commitments to examine tax reliefs for theatre in the future, the regional uplift sought for the film industry was nowhere to be seen and the tax relief available to sports remains closed to the arts. This is a chance for the De…
Budget 2027 20 Oct 2026
Gabhaim buíochas leis an Aire Stáit. So, it is the Tánaiste and Minister for Finance's fault that we do not see the 8% regional uplift. It is the fault of the Tánaiste and Minister for Finance that we do not see the 8% regional uplift. The Minister of State said that the Minister, Deputy O'Donovan, wrote to him and asked for it and it did not appear. This is another promise not kept. Are we anywhere closer to some c…
Budget 2027 20 Oct 2026
I welcome the ceiling being raised for the tax relief for heritage donations and the artistic measures which were included in the budget to allow people to make donations to national cultural institutions and several other approved bodies. We need to look beyond that. There is the need to fund artists and art spaces in particular and to allow donations or philanthropy to be encouraged through some form of tax relief …

1. D'fhiafraigh Deputy Aengus Ó Snodaigh den Minister for Rural and Community Development and the Gaeltacht ar phléigh a Roinn an Staidéar Cuimsitheach Teangeolaíoch agus an córas pleanála leis an Roinn Tithíochta agus iad ag ullmhú an Ráiteas Náisiúnta Pleanála do Cheantair Tuaithe agus Gaeltachta, go háirithe an tábhacht a bhaineann le 67% a bheith ag úsáid na Gaeilge, nó an bhfuil siad ar an eolas faoi, nó ar iarr…
Soláthar Tithíochta 15 Oct 2026
Baineann an cheist seo leis an gcaint atá ann faoin ráiteas pleanála náisiúnta. Cé nach mbaineann sé seo go díreach le Roinn an Aire, tá baint aici leis toisc go bhfuil cosaint na Gaeltachta i gceist. Ar phléigh an Roinn tithíochta an staidéar cuimsitheach teangeolaíoch agus na himpleachtaí a bheadh ag aon ráiteas pleanála muna dtógfaí an coinníoll 67% san áireamh maidir leo siúd a bheadh ag úsáid Gaeilge in aon phle…
Soláthar Tithíochta 15 Oct 2026
Gabhaim buíochas leis an Aire as an méid atá ráite aige maidir le bheith oscailte do thuairimí. Déanfaidh muid iarracht iallach a chur ar an Aire tithíochta, an Teachta Browne, éisteacht a thabhairt dúinn ina leith seo, go háirithe maidir leis an méid atá sa staidéar cuimsitheach teangeolaíoch ar úsáid na Gaeilge. Sa staidéar sin, deir sé: Is gá leibhéal úsáide na Gaeilge a choinneáil ard os cionn 67% de chainteoirí…
Soláthar Tithíochta 15 Oct 2026
Fáiltím roimh an ráiteas lom sin nach bhfuil muid ag iarraidh go mbeidh rudaí níos measa. Níl aon duine á iarraidh sin, agus caithfidh muid déanamh cinnte de nach dtarlaíonn sé sin in aon reachtaíocht nó ráiteas a chuirtear i bhfeidhm. Má éiríonn cúrsaí níos measa, éiríonn an cheist i bhfad Éireann níos casta. Tá sé go maith go bhfuil soiléiriú ann mar is é sin an rud a bhí á lorg an na comhairlí contae an tseachtain…
Departmental Policies 15 Oct 2026
Táim ag cur na ceiste seo thar ceann an Teachta McGuinness. It is to ask the Minister when he expects the next iteration of Our Rural Future to be launched and the way in which the Government intends to ensure that rural development commitments are supported by adequate resources, measurable actions and clear delivery timetables, in consideration of the budget that was announced only last week.
Departmental Policies 15 Oct 2026
The draft sustainable rural and Gaeltacht housing national planning statement, which we spoke about earlier, still leaves many young people locked out of building on family land. While we expect movement in the document, there is no mention of affordable housing. If the new document does not include and deal with affordable housing, one of the biggest single obstacles to securing a rural future will remain. The last…
Departmental Policies 15 Oct 2026
Yesterday we saw a strike by 300,000 public sector workers throughout the country, many of whom are living in rural Ireland. A lot of them travel to work in the cities and we see the traffic jams that sometimes come as a consequence. It is imperative that there is a greater concentration in the strategy on the 400 hubs the Minister mentioned, specifically to allow people not just to work from home but to work from th…
Departmental Funding 15 Oct 2026
The SICAP programme has been a godsend to many communities around the country. They were also concerned when the Minister said in the past that a number of efficiencies would be driven under the SICAP head or the broad area. The concern was that that would equate to a cut whereas sometimes efficiencies do not as the money is better spent. Will the Minister of State assure those who have a commitment from the Departme…
Departmental Funding 15 Oct 2026
Similar to areas I have asked about in the past, some of these individual programmes and groups have costs, like insurance. If there was a co-ordinated approach, those types of overheads could be better shared and reduced. If all the SICAP projects could avail of a centralised insurance pot, it might lower the costs they have. If required purchasing was centralised, more would be bought for the whole country. These …
Rural Schemes 15 Oct 2026
This question relates to the assurances that are required regarding the future of the LEADER programme in respect of funding levels, allocation timelines and long-term security, rather than things being announced every single year. It is similar to the SICAP project. I ask for a multi-annual funding approach.
Rural Schemes 15 Oct 2026
The EU Council will take its decision and it is to be hoped it is a positive one in respect of the LEADER project. In terms of the funding of such projects into the future, and given that Ireland holds the Presidency, we hope for a more favourable outcome in this area. There is an understanding of how vital rural communities are, as we know from organisations such as Irish Rural Link and the Local Development Compani…
