Flood Relief Schemes 22 Oct 2026
8. Deputy Aindrias Moynihan asked the Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation the up-to-date position on tranche 2 flood relief schemes; when these will be released for progression; if the Ballingeary and Inchigeelagh flood relief works have been included under a tranche 2 flood relief scheme; and if he will make a statement on the matter. [74879/26]
Flood Relief Schemes 22 Oct 2026
I acknowledge the remedial and interim flood relief works that have been undertaken in communities such as Inchigeelagh and Ballingeary. There is continued pressure in those communities. There is a continued threat of flooding from the Lee and the Bunsheelin. There is a need to advance a long-term project. There are plans in place that would give protection from flooding. Will the Minister of State outline the timeli…
Flood Relief Schemes 22 Oct 2026
Both Inchigeelagh and Ballingeary did interim works such as vegetation clearance along the river banks and other maintenance along the river, and they will take a certain amount of the pressure off. There is ongoing overall concern, however, about what will happen if we have more weather like what we had this week, and there have been other incidents when the flood came up either from the Lee or, in Ballingeary's cas…

Gabhaim buíochas leis an Aire Stáit. Ar an gcéad dul síos, tá roinnt oibre déanta ar an Laoi agus ar Abha Bhun Sílinn cheana féin leis na géaga a ghearradh anuas agus an abhainn a ghlanadh. Is faoiseamh é sin ach tá gá le mórobair i mBéal Átha an Ghaorthaidh. Is ábhar buartha é do mhuintir an bhaile. Teastaíonn uathu go mbeadh an dul chun cinn á dhéanamh leis an obair seo. An féidir soiléiriú a thabhairt ar cé chomh …
When the guidelines for responsible use of artificial intelligence, AI, in the public service were launched in 2025, it represented an important step in ensuring that Ireland could embrace opportunities of AI while maintaining public trust and accountability. The public rightly expects the Government to modernise services, reduce delays and make interactions with the State more efficient, and AI has the potential to …
I thank the Minister for that. When the guidelines were launched, the responsibility for implementation was placed on the individual public bodies. Will the Minister give an outline of the engagement that has taken place between those public bodies and their implementation of it since publication? We have seen considerable change in AI growth, with it coming on several generations in the meantime. Has that required …
When the guidelines were launched, there were already promising examples of AI use in different bodies. For example, St. Vincent's hospital was using it for ultrasound scans, the Revenue Commissioners for routing queries from taxpayers, and the Department of agriculture to look at grant application errors and improving processing times. Will the Minister give some examples of where AI is now being implemented to impr…

EU Budgets 1 Oct 2026
40. Deputy Aindrias Moynihan asked the Minister for Foreign Affairs and Trade for a report on the EU budget talks at the General Affairs Council in Brussels on 22 September 2026. [68987/26]
EU Budgets 1 Oct 2026
Irish whiskey is one of Ireland's most successful indigenous export products, supporting jobs in distilleries, farming, tourism and rural communities. The recent announcement that US tariffs on Irish whiskey were to be removed was very welcome. However, producers, especially smaller and independent distilleries, need certainty. Will the Minister indicate whether the Government has received a clear timeframe from the …
EU Budgets 1 Oct 2026
In the interests of Irish farming and rural communities, getting agreement on the CAP is hugely important and giving clarity to farmers and rural communities on the shape and size of funding going forward. It is almost as if there are two separate questions on the multi-annual financial framework - deciding how much will be available and, separately, how CAP funding will be available to support rural communities. The…

11. Deputy Aindrias Moynihan asked the Minister for Foreign Affairs and Trade for the up-to-date position on the tariff on Irish whiskey exported to the United States; and if she will make a statement on the matter. [69128/26]
Trade Agreements 1 Oct 2026
Irish whiskey is one of our more successful indigenous exports, supporting jobs in distilleries, farming, rural communities and tourism. The recent announcement on the removal of US tariffs on Irish whiskey is very positive. People in the industry, however, need to see things move from an announcement to something concrete. Will the Minister give an update on the current position regarding implementation and any enga…
Trade Agreements 1 Oct 2026
While securing tariff-free access to the US is hugely important, there is also a significant opportunity for the future development of the Irish whiskey sector, as the Minister mentioned, through the whiskey technical file and the protection of Irish whiskey's geographical indicator. Many producers, farmers and other stakeholders believe the technical file can help to ensure that consumers, when they buy Irish whiske…
Trade Agreements 1 Oct 2026
While the whiskey technical file might often been seen as led by the Department of agriculture, and we have shown it is hugely important for Irish whiskey exports, can co-ordinated efforts be made across government, whether in the Department of enterprise, foreign affairs or agriculture, to enhance the position of Irish whiskey and grain growers and to press it forward? Second, to return to the question on tariffs, …
