Deputy Ken O'Flynn asked the Minister for Health whether her Department or the HSE has prepared or received any gross and net budget impact analysis in respect of the proposed reimbursement of tirzepatide and semaglutide for diabetes and weight management indications; the estimated annual gross cost to the Exchequer in each of the first five years of potential reimbursement; any estimated downstream cost offsets relating to reduced incidence of type 2 diabetes complications, cardiovascular disease or renal failure; and whether specific provision has been made within Vote 38 for 2026 to accommodate any such reimbursement decision. Deputy Ken O'Flynn asked the Minister for Health whether her Department has approved, directed, agreed to, or otherwise authorised any performance reporting methodology under the Health Service Executive National Service Plan whereby clinical status 1 purple or red emergency ambulance calls with response times exceeding 60 minutes are excluded, truncated, capped, or otherwise omitted from published National Ambulance Service key performance indicators; if so, to state the date on which such methodology was adopted, the approving authority within her Department, the governance or policy document under which it operates, and whether she is satisfied that such an approach provides full transparency in respect of life-threatening emergency response performance; and if no such methodology exists, to confirm explicitly that all clinical status 1 purple and red calls, irrespective of response duration, are included in the denominator of published performance indicators and to outline the publication methodology applied.
