I thank the Deputies for raising this hugely important issue. I will outline what we are doing before I go into the substantive issue. The Department and the National Council for Special Education, NCSE, continue to support children with special educational needs. I want to stress that enabling students with additional needs to receive an education appropriate to their needs is an ongoing priority for me and the Gov…
I thank the Deputies for their responses and for their sincerity. The written reply was circulated to them, so I will not waste the time of the Dáil by reading it into the record. The position is obvious. The Department is continuing to liaise with the school authorities to find a solution. I take the point that a permanent site is the solution and that the prefabs should not be seen as a long-term solution; they are…
School Funding 26 Mar 2025
I thank the Deputy very much for raising the issue. I understand the genuine concern and the way he has brought it to the floor of the Dáil. I thank Deputies for giving me the opportunity to outline to the House the position in relation to the financial situation for funding for primary schools in Dublin's north inner city. The Department is committed to offering all available and appropriate supports to the schools…
School Funding 26 Mar 2025
I thank the Deputy for his genuine concern regarding this. If he shares the document he mentioned with me immediately afterwards, I will take it up and work with him and with all Deputies in relation to school communities. I outlined the issues in respect of what we are going to do and what we have done in previous budgets. We are acutely aware of the challenges that are being faced by schools, school communities an…
We are moving to have a centralised portal to make sure there is a centralised system for application. On challenges parents have in finding places, particularly at primary level, and we have 218 sanctioned and huge work is ongoing at departmental level to sanction more, it is a key priority for me and the whole of the Government to make sure that stress of finding places is limited because parents have enough going …
I thank the Deputy for the question, and I look forward to working with everybody in this role for the betterment of all because there are, as always, huge challenges in education, which is the bedrock of our society. The Government is fully committed to children with special educational needs to fulfil their full potential and the programme for Government makes a number of commitments to deliver this objective. Up …
As we understand it, the plans we have in place and the placements we are working on with school patrons and schools right across the country will exceed the demand and there will be sufficient places. However, we will have to work with all families and school authorities to make sure they are in place in a timely manner. We have to be better at getting information through the AIM programme and the domiciliary care s…
Everything that is needed is being put in place. This includes school buildings and spare capacity in schools. If necessary, section 37A will be invoked to ensure we have places. The Department and the NCSE are extremely serious about making sure that this is done. They have been working very hard over recent weeks to bring that about and will continue to do so in the coming weeks. I understand that the NCSE has enga…
I thank the Deputy for the question. My clear understanding is that there is no proposed reduction in special education teaching, SET, hours for the school referred to by the Deputy for the 2025-26 school year. This school has seen a reduction of over 2% in enrolments since the 2024-25 school year and its SET allocation remains at 22.5 hours for the 2025-26 school year. The special education teaching allocation mode…
I come from a very rural community myself and I see the fantastic work that is being done right across the education sector in both rural and urban areas. Practitioners at school level, teachers, SET teachers and special needs assistants, make an enormous contribution. The method of allocating SET hours is very carefully monitored and has been over many years, going back to the time of resource teachers. A model has …
It is vitally important that all schools, including rural schools, are protected. Many smaller rural schools provide fantastic facilities. Where children who have additional needs go to rural schools, the school community is smaller. Those schools work extremely well. I take the point that these schools support everybody. As the population grows, it is important that rural schools and urban schools are all protected …
I have no difficulty with that but our information clearly states that there is no reduction in SET hours for the 2025-26 school year.

I thank Deputy Crowe very much for the question on Clonlara. I can confirm to him that the Department is in receipt of an application for funding for major capital works from the school in question. The application has been assessed under the Department's additional school accommodation, ASA, scheme. For background, since 2020, the Department has invested more than €5.7 billion in schools throughout the country, inv…
School Accommodation 27 Feb 2025
There is no doubt that when lived experiences of being and working in the classrooms is brought to the floor of the Chamber, it brings the matter very much to life in the political forum. Clonlara school applied for major capital works. An application is assessed following the site visit by the Department’s technical team. A brief of accommodation was issued to the board of management. This brief included the propos…
School Accommodation 27 Feb 2025
I thank the Deputy. I accept the point. In the departmental documents, it is clearly stated there is no direct internal connection to other facilities. The Department clearly understands the challenges in Clonlara. What we have to do now is ensure the project proceeds through the various stages so the building can be got up and running. I commit to working with the Deputy to ensure this happens in a timely fashion.

I thank Deputy O'Reilly very much for the question about additional school places in Fingal West. I thank her for raising this matter, which gives me the opportunity to set out to the Dáil the position with regard to a shortfall of school places at both primary and secondary levels in Fingal West. It is an absolute priority to ensure that every child in the State has access to a school place. The Department of Educa…
School Accommodation 27 Feb 2025
The Deputy mentioned someone waiting for an ASD class. Since I was appointed just over four weeks ago, we have had considerable engagement with senior officials in the Department and the National Council for Special Education to ensure sufficient places for children with additional needs come September. We have moved the discussion back from one later in the year. Our aim is to move it back further to have certainly …
School Patronage 27 Feb 2025
I thank the Deputy for raising the issue of the criteria for school patronage. He mentioned a specific issue in his own constituency. The reply I have relates to the specifics of how school patronage works. I will outline that and might come back to him later on the specific issue, if that is okay. I thank the Deputy for raising this matter. It gives me the opportunity to report to Dáil Éireann the position with reg…
School Patronage 27 Feb 2025
Some of the long-established Gaelscoileanna and Gaelcholáistí, primary and post-primary schools that have developed across the country in the past 25 or 30 years, contrary to the criteria we now apply, were set up by local groups and in small entities. They have flourished and grown. I take the point that certain criteria are stifling development. I will take this specific issue back to the Department and will get a…
I am delighted to contribute to this debate. In recent years, I gained huge experience as Chair of the disability committee. That committee worked extremely well on a cross-party basis in the previous Dáil to ensure that the voices of disabled citizens, their families and their communities would be heard. I understand that another iteration of this committee will be set up for this Dáil, which is extremely important.…
I congratulate the Leas-Cheann Comhairle on his elevation to the position and wish him the very best of luck. It has been a long time since we shared an office in the engineering block many years ago. We have both served long apprenticeships in this building. I thank Deputy Quaide for raising the issue. I stress that enabling students with special educational needs to receive an appropriate education is a priority f…
There is funding available in the current year for additional classes. In his earlier contribution Deputy Quaide mentioned Waterford and Dungarvan, and it would be remiss of me not to refer to that. We have had a number of meetings in relation to the issues there as well. Most recently we met with the Minister of State, Deputy Butler, and with officials to try and make sure there is a focus on that and so that we und…
I thank Deputies for tabling the motion before us. I welcome the parents in the Public Gallery. I also welcome the contributions that have been made so eloquently by Members across the House. I thank those who have wished us well in our endeavours. I am delighted to have the role of Minister of State with responsibility for special education and inclusion and to be working alongside the Minister for Education for th…
I appreciate the Deputy raising the issue. I will deal with the specific issues he has raised in respect of Scoil Eoin. I thank the Deputy for the question and for the opportunity to outline how the Department and the NCSE continue to support children with additional needs. I want to stress that enabling students with additional needs to receive an education appropriate to their needs is an ongoing priority for this …
On a general comment, it is welcome overall on the part of the Department and the NCSE that large schools are engaging with the process on additional special classes. It is hugely important that this happens and that they engage. On the point the Deputy made about the subsidence, has that information been fed back to the Department? If any technical or professional report they have drawn up on the subsidence on the …
