On Second Stage, I raised concerns about the exclusion of nicotine pouches from the packaging and flavouring restrictions. We should treat nicotine pouches and any other nicotine consumption products the same as we are treating vapes. It is incredibly short-sighted

The Bill does a number of important things. First, it extends regulation beyond traditional tobacco and vaping products to include nicotine consumption products, such as nicotine pouches, including a ban on sales to under-18s. That is the right thing to do and it has taken … have my disagreement with the Government.
Let me be very clear on what I do support. I support the regulation of nicotine consumption products, including nicotine pouches. These products should not sit outside the law. They should be regulated and they should not be sold to children
will provide an update on that. The Bill will prohibit the sale of nicotine-consumption products, such as pouches, to those under 18; prohibit the advertisement of nicotine-inhaling and nicotine-consumption products in all retail outlets and prohibit their point-of-sale display in mixed retail outlets
pleased to support the Bill, which will prohibit the sale of nicotine consumption products and the advertisement of nicotine inhaling products, particularly in retail outlets. It will deal with the point-of-sale display in mixed retail outlets. The colour and imagery of nicotine inhaling products will … issue of illegal drugs. It has its application here in the sale of nicotine products.
I wish to speak to a number of issues. In a similar way to single use vape products, the colours and imagery as well as their often playful or jovial depictions are another
view of them getting themselves off it. That has to be facilitated. We should be absolutely united in ensuring we are banning products that are targeted specifically at children and adolescents.
At times, we have seen an overproliferation of vape shops. I could say the same of Dundalk … easier, from the point of view of enforcement, that this would not happen.
We obviously support the idea of regulation of nicotine consumption products and particularly the likes of nicotine pouches. We do not necessarily see the logic of a ban on all flavours except tobacco. While
respect of vapes as a result of a nicotine consumption order. The Bill introduces measures relating to nicotine consumption products, including pouches or any other products containing nicotine, in order to protect our children and take action while the use of these products is low. The measures
reminds me of alcopops in the nineties and noughties when companies were trying to get young people into these types of products by making them more consumable, for want of a better term, so we will have to keep up. We have to make sure the industry does … monitored constantly.
There are some good elements in the Bill. Section 18 contains a prohibition on the sale of all nicotine consumption products, such as pouches and gels, to anyone under the age of 18 and expands enforcement powers. If we can inspect the supply chain and target
this legislation focused on tobacco only.
I am glad that the Government included Sinn Féin's suggestion to prohibit the sale of nicotine consumption products, such as pouches, to those under 18. It is something that we have raised numerous times. We also have to make sure that
welcome the announcement of the second vaping Bill, in particular the piece around prohibiting the sale of nicotine-consumption products such as pouches to under-18s and the piece around advertising. It is targeted at children. The bubblegum flavours and advertising target children in an aggressive

aged 18 to 34 now use or have at least once used vaping products, with almost 14% vaping every day. These are not numbers we can ignore. They represent a major shift in nicotine consumption patterns in Ireland - something that the companies are pushing big time to keep … chemicals and their cumulative effect. There may be a lack of long-term research but there certainly is some research showing that vaping products have a health impact. The environmental footprint has also been mentioned, adding the likes of the plastics, the lithium batteries and the electronic waste
significant amount of what is termed as "evidence" that has been emailed to me this week in relation to vaping and vaping products, with people who are in the pocket of big tobacco telling me how harmless they are. When someone is telling me that over and over … matches. That is probably evidence of how old I am. Anything that acts an entry for children into that world of smoking, nicotine and tobacco consumption needs to be closed off. I can safely say that as a 12- and 13-year-old had I not been able
Deputy and I understand where he is coming from to a degree, but the requirement for a licence to sell tobacco and nicotine inhaling products was enacted in December 2023 and it came into effect earlier this month. It follows on from a recommendation for a national tobacco … tobacco kills one out of every two smokers and is responsible for about 4,500 deaths a year. We want to end tobacco consumption. Vapes, on other factors, are worse in terms of other impacts on public health. I know the Deputy is asking if there
consumption. This decrease can be attributed to the Public Health (Tobacco) (Amendment) Act 2004, which banned smoking in workplaces, bars and restaurants, along with ongoing public health measures to combat smoking. This has benefited the health and well-being of our population greatly.
Since 2000, rates of nicotine … laissez-faire approach to our young people's health. It is time that the Government brought forward robust and future-proof legislation on nicotine products. We are already behind the curve on this. The Government has yet to address the serious issues of disposable vapes and nicotine products
past whatever level of regulation comes in. We are seeing this right now with nicotine pouches. If vaping is the revenge of the tobacco industry then nicotine pouches are the revenge of the vaping industry. I have been shocked by this. I know, and I hope, that … went into a local shop near my house a couple of months ago and was offered a nicotine pouch. I was asked did I want to sample a nicotine pouch for nothing. I could not believe it. The pouch was literally put on the counter of the shop

Of course, products have changed utterly since then. I only recently became aware of nicotine pouches; maybe I have been living in a cave. I thought they were little packets of loose tobacco, but they … their shops and tell retailers they have the product they need, but they must pay cash for it. We need to watch that sphere, as well as the online space. We need to watch how these products come in from overseas in larger quantities than they should
among teenagers in China, but they are exported here where they are freely consumed. Vape companies are making huge profits from making nicotine addicts. The products are clearly marketed at children. They have flavours like bubblegum, cotton candy and marshmallow. These are clearly designed to be attractive … children and young people, to get them consuming them and to put them at risk of addiction to these unhealthy but also costly products.
Almost every European country, including Ireland, has a form of basic regulation with respect to vapes and e-cigarettes, but the trend recently
