make real and lasting change in their communities. The Deputy referenced local authorities. Many local authorities have specific vacant homes and properties teams operating. Substantial progress is being made on delivering on the town centre first approach and the vacant homes action plan through the provision of dedicated … dereliction and vacancy issues I referenced. These are being complemented by the financial supports for planning reforms aimed at converting underutilised buildings to new homes in our towns and urban areas.
The range of measures being taken by the Government to address vacancy and dereliction are having
development while allowing bottlenecks like this to persist. Local families are also feeling the impact. Young people who want to build or buy homes in their own communities are facing delays and uncertainty. Developers are also hesitant to proceed with projects due to capacity concerns and businesses … acceptable and it is not sustainable.
Investment in wastewater infrastructure might not always grab headlines, but it is absolutely fundamental in delivering housing, supporting economic growth and protecting our environment. An upgraded treatment plant in Kanturk would unlock significant opportunities, enabling new housing developments, supporting local enterprise
delivery of affordable housing. In 2024, for example, the total local authority affordable purchase houses delivered was 772. Dublin City Council, in my own constituency, delivered 12 local authority affordable purchase homes.; Donegal County Council, not one; Galway City Council, not one; Kerry County Council, not one; Kildare … City Council went from 12 to none. Donegal County Council still did not deliver one affordable home. Deputy Doherty is lacking in affordable housing there. Similarly, Galway City Council provided eight affordable purchase homes. Leitrim had none, Kilkenny had none, Louth had 26, Meath had six and Monaghan
local authorities in counties Wicklow, Sligo and Kildare, where these 500 social homes were going to be developed with works ready to begin on site, have to figure out ways to deliver these projects - direct build is the obvious choice and what should be done - but they also … public sector's capacity to deliver housing. We need a step change. We need to do what we do in health and education and have the State provide public housing through building and financing, particularly through the homes for Ireland State savings scheme, which I have mentioned. Such
Stadium Development, Atlantic Technological University Letterkenny Regional Sports Activity Hub, Cork Northwest Community Sports Hub, Wexford Football Club Hub, Tallaght Stadium, Marlay Sports Hub, Cavan Regional Sports Campus, Mayo Community Sports Campus and Seafield Sports & Community Facility. All projects under LSSIF 2024 are currently being progressed in accordance … limited domestic football industry. This investment in League of Ireland academies is now providing a credible pathway for these individuals to return home and build their careers within Irish football.
The panels have now been formally communicated to eligible League of Ireland clubs, many of whom have already
will:
Invest additional capital in Uisce Éireann to support reaching our new housing targets. We will prioritise water and waste water infrastructure to deliver the capacity to facilitate housing development in our towns and villages.
I have one more very important quote from the programme for Government, which … community in keeping people in their home area. It is also in relation to our housing delivery.
While I welcome these very clear commitments in the programme for Government, I hope we will be able to work through them and deliver on them. It is one thing
significantly increased the level of investment directly in house building. After listening to people across the country, local authorities and people who build our homes, we also significantly increased the funding for the enabling infrastructure, investing more than €50 billion between water, transport and energy to enable housing … progress and deliver 300,000 more homes during the lifetime of the plan, but it is also important for people watching at home to know there are some encouraging signs too. In the first half of this year, we saw the completion of new homes at the highest
homes, community centres and sports facilities but the Minister is letting them rot. There are buildings rotting in this country. Who is responsible? Who is going to do anything about it? Deputy Browne is the Minister. We could walk out the door here and see building after building … actions are not delivering.
This Government, the Taoiseach, the Tánaiste and the Minister have brass necks to tell us they are going to solve the housing crisis and the homelessness crisis and that they are going to stop people emigrating because they need homes. I know people
plan recommitted to the PPP delivery model and despite misgivings, local authorities across the country were incentivised and did use PPP to deliver social homes. Last Wednesday, a bombshell was dropped on local authorities, with the Minister and the Government deciding to halt bundle 3 of the Dublin … subsequent bundles 4 and 5, which could deliver thousands more social homes, are now also facing an uncertain future.
Last year, before the election, the Government promised to oversee the building of 40,000 homes in 2024, only to miss that target by a whole third
such a rapidly growing population each year, is not left behind in terms of implementing key infrastructure and building communities and not just housing.
In my home town of Leixlip a housing development with 900 new houses was recently built around the appropriately named Wonderful Barn. This development … capacity as Vice Chair of the infrastructure committee I know that big projects need to be delivered. I want to be the one to ensure that, parallel to this, communities such as the towns in my constituency are not left to fend for themselves with projects left waiting
events and, during those years, Governments of which he was a senior member repeatedly assured communities that permanent flood defences would finally be delivered.
After the floods of 2015 and 2016 when communities were devastated, he was the Minister of State with responsibility for flood defences. Yet years … does not build flood defences. Local authorities do not decide on national capital priorities. The responsibility rests with the Government and the consequences of this are being felt by communities across the State in Aughrim, Arklow, Enniscorthy and Bunclody, where repeated flooding has damaged homes, businesses and vital
historic task of building a lasting reconciliation. We will implement the largest ever programme of North-South research and investment, opening critical links and building both engagement and understanding through a further strengthened shared island initiative.
Too many people are struggling to afford a home … work of every part of Government and of this Oireachtas. We must deliver both resources and reform to help all our children to get the best start in life, through smaller classes, community development programmes and targeting resources to help families experiencing poverty. We must protect nature
necessity. Every day that this conflict continues, the humanitarian toll will deepen. The first duty of the European and similarly minded international communities must be to halt the cycle of violence. That means pressing for an immediate cessation of hostilities, ensuring unimpeded humanitarian access if and when needed … humanitarian relief that transitions into long-term development. It means supporting governance structures capable of delivering stability and justice. It means ensuring that displaced families can return home safely and that communities shattered by conflict have the resources to rebuild not only their infrastructure but their trust
expand the DEIS plus scheme. It will build on the existing DEIS policy framework by providing a targeted set of supports to schools with the highest concentration of children and young people at risk of educational disadvantage.
The home school community liaison scheme aims to improve education outcomes … delivering a further 1,617 teaching posts, including 810 additional posts at primary school level, including special schools, and an additional 807 teachers at post-primary level.
Earlier this year at the teacher union conferences, I spoke about how Ireland's education system has delivered world-class outcomes
going to build almost 500 social homes, almost 200 of which are in my constituency, through public-private partnerships. They were ready to start on site in the coming weeks but the Minister has pulled the plug on them. Almost 3,000 social homes are now in jeopardy … Government had brought it to the end line. It should have just delivered those projects and said the State would deliver the rest of them directly. Now we have almost 3,000 social homes in complete limbo. What is going to happen? The Minister needs to intervene directly
progress.
The Gorey Community School project was devolved to the school authority for delivery as part of the additional school accommodation scheme. The project brief will deliver five general classrooms, four special educational training rooms, one art room, one home economics room, one science room with preparation area … will keep the school informed throughout the progress.
The Bunclody Community College project has been devolved for delivery to Waterford and Wexford Education and Training Board to provide a new extension and refurbishment of an existing building. The tender short-listing process under the management
previous one significantly funded community, cultural and sports places. There has been record funding for all those areas and we will continue to do that but the way to provide cultural spaces is not by way of a levy on developers building apartments who end up pushing that … purchasers and driving up the price of apartments. That is not the way to deliver cultural spaces. When I am doing this, I am thinking of those people who need homes to live in. Nobody can live in high-spec, high-design apartments that never leave the blueprints
second waiting list for people who already have homes and who are watching them crumble and waiting to get out to get them remediated.
Governance is another issue. Who checks those who are fixing the problem? The National Building Control and Market Surveillance Office audited construction products … standard, yet this is excluded in the social homes scheme. All of this should have been tied up together, as I said, but, instead, we are still waiting. Donegal County Council cannot go ahead with the 80 homes it has because the money is not there
moment.
Building new homes is a top priority for this Government. We have committed to delivering 300,000 new homes between 2025 and 2030, targeting an average of 50,000 homes annually in this period. These new targets are ambitious but provide a pathway to deliver the scale … common sense. They are an integral part of ensuring sufficient housing units through the planning permission that can be activated to deliver much-needed homes for individuals and families.
Other activation measures are being progressed so no measure should be viewed in isolation. As part of the implementation
sectoral plan for water and wastewater infrastructure so that many of the projects on lists can be delivered. They are the foundation for building more homes in the villages and towns right across our country.
That plan is due to be published in the coming weeks. Work … investment beside a lot of the projects that are referenced. The Deputy is correct that they are critical to ensuring we build more homes across communities and I will ask the Minister, Deputy Browne, to respond on the specific plant
authorities, planners, communities, environmental groups and the legal profession. Effective planning reform requires public confidence. The public must be sure that transparency, accountability and environmental protections are at the heart of the decision-making. Ultimately, what people want is homes built more quickly, infrastructure delivered more efficiently … want to build in a rural area and who are looking to buy a site there will consider moving to the village. I will give an example from my own area. If somebody wants to build in Camross, perhaps they would prefer to build in the village rather
Taoiseach and Cabinet colleagues for these statements on budget 2027. The Government sees this budget as the next step in the trajectory of delivering on our programme for Government. It is a path to securing Ireland's future. It is a path that brings us to a place … public finances are invested in building the infrastructure and services that our country needs to thrive. It brings us to a place where everyone, regardless of circumstance, can get ahead and provide for themselves and their families, a place where we build homes, schools, healthcare facilities, childcare places
recognising applications that ensure increased applications by those with a disability or by those who are neurodivergent. It is important within all our communities that sport be inclusive.
It is essential as well that we find mechanisms that will allow clubs and organisations that do not have traditional … Coral indoor sports hall and the facilities around the building. What is critical there is the need for a new running track for St. Benedict's athletics club. As the Minister of State might know, Arklow is the home of Ronnie Delany, who was Ireland's gold-medal
payment threshold from €75,000 to €87,500 to support smaller research and development projects. Building on the action plans on competitiveness and productivity and market diversification, this budget will also deliver on tax simplification for businesses. We will see an expansion in supports for the visual effects … this point by accident. The budget announced yesterday, which will be delivered in the time ahead, will enable us to keep this country safe. It will enable us to build more homes, deliver better public services, lift more children out of poverty and support those in need
