room with three or four other people, with the landlord raking in almost €20,000 a month. This is not a functional housing system. This is a return to tenement conditions which were rampant in the worst years of this State. It should not be tolerated but this … save to live in garden sheds, to be denied their tenancy rights? Unfortunately, that is the legacy the Taoiseach is leaving. For anyone watching today, I want to be clear.
There are solutions to the housing crisis, such as establishing a State construction company, modular home factories

being proposed, I ask that an information campaign be undertaken to ensure people know their rights.
It has already been covered but journalists' sources are really important. Most people in the House will be watching "RTÉ Investigates" tonight with Rita O'Reilly's report. It is important journalists … also very concerned about the young people who are involved in the criminal justice system. As I have said before in this House, I worked in the school completion programme for almost two decades. Over that period, we lost children from education because they were groomed into criminal
spoke about the absence of kindness in debates around trans people. I hate to use the word "debate" when speaking about the rights of people. This is a group of people - less than 1% of our population - that amounts to an absolutely tiny cohort of marginalised and often … rest of us. If we are to really vindicate trans people's rights to be themselves, then we need to put the provisions of the motion into action. I commend the motion to the House
will be before the public accounts committee. It took some time to get through the Houses, but the Minister is doing that. It took some time because of you guys, rightly. I have no issue with pre-legislative scrutiny, but you cannot blame the Minister for delays with
there is no security of tenure there and no real renter's rights. That might be fine when you are talking about a room in someone's house but if you are talking about a modular unit, it is a separate physical entity. What we do not want
point of order, and I hope the Minister takes this in the right spirit, can he confirm he understood all the contributions from this side of the House? I do not have any issue with somebody
thank Deputy Ó Muirí for raising this matter. He is entirely right. Every lever and every stage of the process needs to be expedited in relation to homes, housing and getting the housing market moving. Tailte Éireann tells us that it is working to address the registration backlog
matters like TB reforms and fixing issues with ACRES. I have had support from around the House in doing those things. I have also been held to account, which is only right. I have also had support on the nitrates derogation and the steps I took to defend
errors in this regard over a number of years. People are entitled to seek clarifications right across the public service, and people are doing that. I can absolutely assure the House this will be brought to a conclusion.
I can also say that in terms of our budget

I want to take this opportunity, along with so many others in this House, to offer my sincerest condolences to Gillian and Stephen, the parents of Harvey Morrison Sherratt
Minister? Kildare County Council has come to a dead end. This parcel of land right beside Scoil Mochua is the perfect location. Nobody owns it. It is beside a housing estate that was finished decades ago and it has it in writing that the developer does

It is essential we take every step possible not to restrict people's legal rights but to ensure the common good prevails. The public wants us to build this infrastructure
motion and the Government shares in much of them, such as the collective commitment to human rights and international law. I believe these are principles shared by all Members of the House. As the Minister, Deputy Donohoe, outlined previously, the Government and Social Democrats motions share more common
hours from the Trump Administration that has the capacity to really impact so many livelihoods right across this country and pose a threat to so many jobs, we in this House are not debating a motion as regards the tariffs could be imposed in the coming hours
next month. However, this is going to require significant attention and engagement from everybody in this House and I, on behalf of the Government, want to work in a constructive way, right across this Chamber, so that we can do our very best for this country
This is a really good area to be involved in.
I want to mention two examples. Right-sizing accommodation for older people has been mentioned earlier on the floor of the House.
I spoke yesterday to a constituent in Kilbarrack. He is a man in his late

taxable income for landlords, while tenants have no rights at all and landlords have no requirement to register with the Residential Tenancies Board, RTB.
There is no increase in the income limits for social housing. Current low limits condemn families to renting forevermore at exorbitant private rents. This … earn enough to be approved for a mortgage or, indeed, to save for a deposit. Some have been on the county council housing lists for years, only to be taken off because they slightly exceed the limits. These limits must be radically increased immediately. In fact, the Taoiseach
survey of 1,000 families showed that just 2% had a formal housing plan in place for their son or daughter with an intellectual disability. This is not just a policy failure but a human rights failure. Article 19 of the UN Convention on the Rights of Persons … right to live in the community with choices equal to everyone else. The Government signed up to that convention and now needs to honour it. The Minister needs to stop burying her head in the sand. We need an ambitious plan for publicly owned housing, not a profit
action.
There is no acceptance by the Government of missed housing targets; there is no acceptance of the emergency actions recommended by the Housing Commission; there is no acceptance of the need to implement the Kenny report on the price of building land; there is no acceptance that … Government that is in denial. That denial has consequences for ordinary families right across this country. What they mean is continued huge levels of homelessness, exorbitant rents, no security of tenure, skyrocketing house prices, 500,000 young people living in their childhood bedrooms and a huge cohort
type of debate and discussion that we should be having in this House. The agreement envisages that the people of this island may one day be asked to decide on their constitutional future. It is right that we prepare for that question seriously, honestly and well in advance … claims certainty on the figure is not being straight with anybody. It would be a mistake for any of us in this House to pick the study that suits our argument and set the rest aside.
Some speakers have suggested that the money is not the first consideration
Deputy Neville is right. We have to be willing to look at every possible way to help tackle vacancy and dereliction but also to bring back vibrancy in towns, including towns that are not classified as older towns but are vibrant and growing and often have other challenges … toes in this House on the infrastructural needs of Kildare. There are some supports such as the vacant premises refurbishment grant that is in place nationwide and is having real benefits in getting premises back into use.
Deputy Butterly is right that safety is a big issue

Over time, it has become clear that section 19A has not operated as intended. Complainants feel pressured to agree … them that a blanket ban would be unconstitutional.
I want to assure the House that today’s legislation is not the end of the matter. I am committed to restricting intrusions into victims’ privacy rights to the maximum extent permissible under the Constitution. Recent Supreme Court jurisprudence
