Today marks another dark day for the Government's housing record. The original target for 2025 of 41,000 new builds has been binned. The Minister, Deputy Browne, has cut the official target by 20%, stating that possibly only 34,000 homes will be built this year. Last … promise in the programme for Government is that 300,000 homes would be built. Right now, the Government is going to meet half of that figure, based on the number of houses currently being built.

country, be it in public transport, education, housing, water or the energy grid, etc. We have a lot of things we need to spend money on and it is so important that we get these infrastructure projects right because we failed to do so too often … workers’ rights and human rights standards. The Construction Industry Federation and the Royal Institute of the Architects of Ireland support this, as do all the unions. The Labour Party is proud to support this Bill today. I commend it to the House
House sought. It reflects the Government's commitment to renters, to stability and fairness and to delivering real protections in an often volatile housing market. At its core, the Bill will ensure that all tenants in Ireland, whether in Donegal, Dublin, Dún Laoghaire or Drumshanbo, will be protected … fair and it is a necessary step. Whether you rent in Blackrock or Ballaghaderreen, your right to affordable and predictable rents should be the same.
We know these reforms are needed. The Housing Agency's review shows that tighter rent controls have helped to moderate price growth

I know of many cases in my constituency where properties have been sitting idle for the best part of 12 months. That … Minister about what I consider the trapped cohort of people above the social housing limits and below the ability to acquire a property either to rent or for affordable purchase in their own right. I will not go into that in great detail this evening but I want
valid point in relation to this - is that infrastructure is a key enabler for housing, 100%. That is why this week we allocated more than €800 million in funding to projects right across the country. We intend to build on that. The Deputy might that remember call … mentioned sports clubs. The sports capital funding will be opening very shortly and I expect clubs in the Deputy's own county and right across the country will benefit. The Governmental will receive an update on that this month. That is important too.

The developer is actively pursuing it and is trying to do the right things to have property built and services put on the site. Surely there should … with this. I do not want to be offensive to anyone because great credit is due to people who write Bills in the House, in particular those in the Opposition, but we are tinkering around with this. We know at this stage that the present rules and systems

Meanwhile we have IPAS centres housing individuals with deportation orders. Serious questions remain unanswered about how non-residents, including vulnerable children

People having a home of their own should not be a luxury; it should be a fundamental human right. We need good-quality, secure and affordable homes that meet people

person remaining in the family home, you cannot. The situation is one I am sure many TDs in the House have come across. A relationship breaks down, a marriage or a partnership results in separation or divorce and the person who remains in the family home … anybody would oppose it. It does not give anybody an automatic right to the mortgage finance. They would still have to apply and still have to meet all the other lending criteria as per the Housing Agency and the local authority's risk assessment. It would simply ensure
determination to tackle the challenges in the housing sector. We know these challenges are having a very real impact on people's lives. We understand the urgency and need to ensure sufficient numbers of homes are delivered right throughout this country. We are working tirelessly to address these … changes we have made already in this regard and our plans, including those relating to planning, critical infrastructure and affordable and social housing delivery. I will use my time to focus on a crucial decision that the Government has made today regarding new policy measures to support
real and positive impact in relation to the delivery of homes right across our country. I have been on many sites with it in recent weeks and months. We do live in a housing emergency, of that there is no doubt, but it is important to quote

There are depopulated remote areas that lend themselves … particular time, and telling them they can bring three people with them, is wrong and disrespectful to communities. There is a right way of doing this, which I will tell the Minister of State about in my next contribution

Sinn Féin is always happy to support any Bill the intention of which is to strengthen the rights and improve the living conditions of people in the private rental sector. While no Bill, especially no Opposition Bill, is perfect or going to solve … Pearse House, are in an even worse state. I say this because it is pertinent to the Minister of State's Department. For many years, Dublin City Council did not invest sufficiently in upgrading and maintaining that stock but it is currently doing the right thing

Part of the frustration that has added to the challenges families have faced with this at all times have been the delays … sure the decision to do it was made. That needs to be implemented in legislation right away. In terms of the capacity to build on a different footprint from where the original house was in certain circumstances, that needs to be implemented in that legislation too.
The social
problem with red tape, bureaucracy and local authorities. If we want the housing crisis to be resolved or improved, we need our planning departments to look at every zoned site in towns and villages right across the country and ask how we can get homes built there … homes were refused in the space of two months. We have 1,000 jobs on the way to the town now and housing is going to be a huge issue. We need our planning departments acting decisively to make sure that homes are being granted on these sites

Unfortunately, it gives cover to those who are even further to the right of Benjamin Netanyahu, a man who seems wholly committed to keeping this war going with a view to maintaining his career. We must also deal with the underlying infrastructural issues from water right through to the grid and power capacity.

The Minister rightly mentioned that there … local authorities, as well as with these Houses. That is something the Minister could do as a matter of urgency.
There are many other issues that I will raise, but I will finish on this. Water is a fundamental human right. It is essential to the well-being
