relation to the plan to allow landlords to rent out modular units adjacent to the principal private residence under the revised proposed exempted development guidelines. The reason I ask is because there are a number of loopholes with the licensee system and the protections that are there
have to be made. As regards the planning in terms of the exemptions and so on, it is a major package of exempted development regulations to reduce planning bureaucracy. Planning bureaucracy has slowed us down in terms of housing provision. This will speed up delivery of additional
potentially opening the door to the exploitation of vulnerable renters in the private rental market. Yes, we need more flexibility for exempted development but allowing landlords to rent these units out is not acceptable. This will lead to poor-quality expensive rental accommodation. It is absolutely outrageous
ensure that we get these revised guidelines right. I take public consultation seriously. There was public consultation over the summer on exempted development and over 920 submissions were received. I have reviewed all of those so I take on board what has come in. It helps formulate
working to cut red tape and simplify the process in removing items that do not need to be planning system through exempted development. Of course, the implementation of the national development plan and the national planning framework will rely heavily on our planning system.
We have
measures to try to increase supply. It is why we have taken the decision on planning permission extension and on making more developments exempt from planning, particularly in gardens, attics and the like. It is why we published, and got through this House, a new national planning
country. Of course, this is the latest in a series of announcements to be made, which includes extending planning permissions, expanding exempted developments, extending the role of the Land Development Agency, the new national planning framework to have more zoned land and, very shortly, significant capital
Perfect. The Department is undertaking a review of the exempted development provisions, which will provide further options for provision of housing. A public consultation process will commence this month and updated regulations will come into force later this year.

issue of exempted development was raised and we dealt with it at the Cabinet subcommittee at the beginning of the week to set in train measures to facilitate that. I welcome what appears to be a broad welcome from the Opposition as well in respect of that

I do appreciate that "The planning authority must be satisfied that the development will be completed within a reasonable time, and if the duration is extended under this provision the works must commence within 18 months … direct input for people on the ground. Other works that have been carried out have gone for consultation now, such as the exemptions for development. This is going to be a very welcome development for our local authorities because the planning departments of our local authorities

changed. That is all I am saying. That realisation then informs different responses. When, for example, we came forward with the exemptions for developments in gardens and so on, our proposal was lampooned. However, that proposal could provide a solution for a certain group of people. Everything

It will also set a pathway for development of innovation supports.
Participation Exemption
I am committed to delivering tax simplification for businesses. Last year, a participation exemption for foreign dividends was introduced to simplify
living-over-the-shop accommodation, up to a maximum of nine residential units.
The Government also amended the Planning and Development Regulations 2001 to include an exemption for the change of use of vacant commercial buildings, including vacant pubs. This exemption has now been extended … local authorities received 1,457 notifications from developers intending to avail of the exemptions. If acted on, this would result in 3,429 new homes across the country.
A compulsory purchase order, CPO, activation programme was also launched by the Department of housing in April

that there is a lot of social housing, AHB, development happening at present but as I understand it, they are exempt from section 48 development levies. The very tool a local authority like the city council or others would use to fund the installation of community
exemptions to the rule on providing 20 childcare places for every 75 new dwellings. For example, one-bedroom apartments are exempt. Also, if developers say that there is a crèche nearby, then they do not necessarily have to include a crèche in their development even though
affordable housing to help us and the Government bring up our housing stock and reduce our housing crisis, should be exempt from this tax. The developer is actively pursuing it and is trying to do the right things to have property built and services … site. Surely there should be an exemption for this type of person.
We are tinkering around with this. I do not want to be offensive to anyone because great credit is due to people who write Bills in the House, in particular those in the Opposition
recognise the Minister of State's position on it. I welcome the work done to date by Government on planning exemptions relating to backyard development, but we need to go further. I have said repeatedly and say it again that there is a place for these types
move:
That leave be granted to introduce a Bill entitled an Act to amend the Planning and Development Act 2000 to exempt external wall insulation from planning permission, with the exception of certain limited circumstances.
This Bill is inspired by a particular case, that of Clive
frustrate the planning system to prevent developments that we so desperately need from going ahead. This Bill will help to ensure those developments are not lost while the legal process continues.
I will also focus on other planning issues while the Minister of State is before … time a planning Bill is before the House it will be on that exact issue. We are talking about the exemption in respect of backyard developments, but we should go beyond that. I have said it so many times here and I will say it again that
brainer. What is needed is simple to do, especially with new developments, but it could also be done with many old developments.
The Minister floated an idea some time ago which gave great hope to people who live in cabins and behind houses in different areas … meeting last night by the county manager to say the council, had erred in granting a section 5 exemption to a greedy, shabby, shoddy developer with a company brought in from Spain with declared capital of €120. We now we find it has all fallen into
