welcome. However, let us face the elephant in room, namely, the disgrace of children waiting for surgery and the scandal of children waiting two and three years to be assessed for basic supports. That is where the Government's credibility will be judged.
The Independent Ireland Party … costed and measured and timelines to be published in plain English. Progress should be measured not in press releases but in reduced waiting lists and better services. We support giving disabled persons organisations a real seat at the table and not token consultation but instead genuine power

national clinical lead for ophthalmology is that piece of the jigsaw that the Deputy mentioned as regards the Royal Victoria Eye and Ear Hospital. That would be the person. Across all definitions in health, we have a national clinical lead. To have the national clinical lead involved … progressed. We do not have the details here, but I would expect that would include public and private to try to get the waiting lists down. That would be normal. I will look for more information in relation to the blitz clinic initiative because I am a very
waiting list for more than a year. For children, it is even worse, with more than 17% waiting more than 12 months. It is not just outpatient care either. We learned this week that several children with mental health or developmental difficulties had been left waiting … normalised, accountability disappears. Therefore, I am asking the Taoiseach to take responsibility and answer some straightforward questions. Why has a €420 million waiting list action plan failed to deliver on its minimal targets? Why is the 2026 service plan retreating on bed capacity? What changes will
with disabilities and their families. They allow individuals to live independently in their communities and their homes and help to reduce pressure on hospitals and residential care settings. Despite ongoing investment, the home support system in Ireland is facing deepening challenges that require urgent policy attention and sustained … keep our loved ones at home for as long as possible.
Today, 5,500 to 6,000 people remain on home care waiting lists in Ireland. Waiting times vary significantly by region. People in rural areas wait far longer than those in urban centres. In the Cork-Kerry
good health and care now. That is a testament to the hard-working staff in the HSE and the hospital.
With that in mind, and thinking of the incredible healthcare professionals we have working in Ireland today, I know how difficult it must be to tell parents that … spinal services have not been adequate for a large number of families, but it is important to recognise that progress is being made. Waiting lists are being shortened. Delivery is being boosted for children and parents across the country. GP referral pathways are being improved. Greater numbers
closer to home and regional delivery. We want to see all three delivered in the midlands. On a basic human level, behind every waiting list number is a person living in pain, struggling to work or watching their quality of life deteriorate. If you are living … call. That is a strategically important location. As recently as July 2024, a report commissioned by the HSE exploring the options for increasing hospital capacities in the midlands identified the need. Yet, in the response this evening, there is no recognition of that.
We are seeing population growth
Memory Harbour, which is run by occupational therapists across our local health centres and the memory clinic at St. Columcille's Hospital in Loughlinstown. This is what good community dementia care looks like - diagnosis, daycare, respite home support and social connection, and all close to where people live … State is committed to that. For all the progress, families tell me the same three things: daycare places are limited, there are caring waiting lists and respite is scarce.
Too many people wait for too long. The ASI pre-budget submission seeks €8.23 million to expand day care
Health Ireland, CHI. However, in the past month details of an unpublished report conducted on the clinical department of CHI at Crumlin hospital has been put into the public domain. One of the revelations in the report was a finding of several inappropriate and unnecessary NTPF-funded Saturday … hundreds of appointments for patients who did not need to see him. He then placed these patients on his own waiting lists, which resulted in patients waiting twice as long as they would have otherwise. The report states that 95% of those patients could have been accommodated during
with the HSE on the particular matter to see what we can do to make further improvements to reduce the numbers on the waiting lists. It is fair to say there has been significant investment in the area, certainly over the past five years. It is my role … looking for additional hours and for people who need a new service. There is a key focus on people coming out of hospitals who have that acute need
review of insourcing and outsourcing, which I welcome. The report confirms that the health service is over-reliant on these arrangements to reduce waiting lists. Despite the huge sums of public money involved, proper oversight has been severely lacking, leading to alarming and shocking abuses of the National … phased out by June 2026, we also need to end the over-reliance of the health service on outsourcing to private hospitals and other external companies.
This aim is referenced in the review, but there is no timeline or action set out. Obviously, this cannot be done overnight
fought really hard to get him back on the list to finally get him the surgery he needed. He had been left to wait for so long that his spinal curve had reached 130 degrees. Harvey suffered, his parents Gillian and Stephen suffered, and now they suffer … surgery, following an assessment made by an outside consultant from Great Ormond Street Hospital on 17 May 2024. A decision was then taken, just weeks later, by CHI to remove him from the list and describe his future care as palliative. The whistleblower has identified each step

mixture of housing and there is no analysis of that solution to the amount of people on a waiting list. In Galway city, the wait is between 15 and 20 years.
In Galway, as we speak, 64 patients are on trolleys. There are 40 in the accident … about the billions of euro going into health but ignore the fact we have failed to train enough people to work in our hospitals and are reliant on agency staff, which cost much more.

One of the largest concerns that parents raised with me, as acknowledged by the Minister of State, is the waiting list to access CAMHS. Parents can quite easily recognise an eating disorder but trying to access support for it is increasingly frustrating. I have … situation themselves. It is very challenging and frustrating for them. fair.
Almost 100,000 people are on the carer's allowance. These are our mothers, fathers and neighbours keeping loved ones out of hospital beds with their own two hands, but we punish them with a cruel, bureaucratic means test. A threshold of €450 for a single person … sacrifice. It is worth more than figures on a page.
In 2024, more than 5,000 people were waiting for home support. That is not a list; it is a line of hardship. The Government has been rolling out this statutory home care scheme since
months, which is compared to 24% at the same time last year. There is, therefore, some progress being made in reducing waiting times, especially longer waiting times.
It is supported by a couple of different initiatives. The dedicated GP referral pathway supports the appropriate prioritisation of urgent patients … services in particular. I have great confidence in him. I have also commissioned an audit of governance and equity in patient access and waiting list management, which has a very important qualitative element to ensure the patient and staff experience is also captured
that. Emergency department, ED, admissions are up 6.75% this year, general admissions are up 3.5% and there was a 10% increase in outpatient waiting lists last year. I have replies to parliamentary questions from the HSE telling me it is forecasting demand for next year only now, after … with a budget of €29 billion, operate like that? It is a complete nonsense.
If we are to understand the pressure hospitals are under, we should look at the reliance on surge capacity before winter kicks in. I have HSE internal documents which show the south west
adjacent technology park. If this Bill is passed, I hope this project can be considered and implemented.
That is only one of a list of problems with public transport in Limerick, however. Perhaps the next most important issue is the delivery of BusConnects. We are already seeing … time we look for an improvement in bus services, we are told we have to wait for BusConnects to be done. Many times in this Chamber I have raised issues about University Hospital Limerick and the growing population in Limerick and the wider mid-west region. The growth
with disabilities, and those with high care needs within their homes and communities;
— the indispensable contribution of these workers in alleviating pressure on hospitals and long-term residential care facilities through early intervention, continuity of care, and dignified in-place support; and
— the rapidly increasing care needs … increased home support hours by 7.4 per cent compared to 2023, yet as of December 2024, there were 5,556 individuals on waiting lists for home support, with rural areas experiencing higher demand;
— over 7,000 individuals receive disability home support, highlighting the service's reach beyond
what TDs are asking about. They are asking about medical cards, delays in delivery, appointments not being filled, people on waiting lists waiting far beyond an acceptable time limit, complaints within the health service, the delivery of capital programmes and so on. As long as those questions … regions or nationally. That is an undeniable fact.
People will measure this by the delivery of services. When older people are in hospital beds waiting to be discharged to go home, their families are given a care plan. They are told they will be looked after from Monday
particular about St. Luke's Home in my area of Mahon, Cork. There are other such organisations, including Cobh Community Hospital and Valentia hospital in Kerry, which Deputy Cahill has also been raising. St. Luke's Home is a voluntary not-for-profit organisation providing essential care … services, as well as other services. It is a critical organisation and, as the Minister of State will appreciate, it has a waiting list because of the great service it provides. Unfortunately, its more than 200 staff members have not benefited from the Workplace Relations Commission, WRC, agreements
