Moving to section 2, which relates to the temporary reductions in excise applying to auto diesel, petrol and green diesel and the deferral of the May carbon tax increase on certain fuels, in March, we legislated for VAT-inclusive excise reductions

this legislation. It contains both excise cuts on fuels like petrol and diesel and the postponement of carbon taxes on home heating oil, green diesel and canister gas until October of this year. The excise cuts should have gone further on petrol, diesel and green diesel. We know … have to look at it through the eyes of those at the sharpest end. Farmers and farm contractors were watching the price of green diesel almost doubling. What was the Government’s response? It was to cut the cost by 3 cent when the price went up from
First, it provides for an extension of the temporary excise rate reductions on auto fuels and marked gas oil, MGO, otherwise known as green diesel, and introduces a revised schedule for the unwinding of these temporary measures. Second, it defers the 14 October carbon tax rate increases … inclusive basis by 30 cent per litre for auto diesel, 25 cent per litre for petrol and 5.4 cent per litre of green diesel until the last day of February 2027. This financial resolution also introduces a revised schedule for the unwinding of these temporary measures
levy going is a good thing.
We welcome the reduction in the price of fuel for white diesel and petrol, but green diesel has totally been left behind. I remember the day myself, Deputy Collins and a few others went into government talks. When we brought … site, you will learn that it is €120 a day extra for the digger now in green diesel. You can multiply that by the number of plants that are on the site. Even a generator on a site is on green diesel. When you are finished
shops will not qualify. So many of these will be left behind and it is not fair on them.
On the green diesel, I am sorry to be criticising the Government's reductions but did it totally forget such a thing or does it know what the colour … able to perform because of the cost of diesel, which is outrageous. Cranes, teleporters, diggers and dumpers are needed. They all run on green diesel and 3 cent will not make enough of a difference to give them the confidence to stay going.
Fishermen who are already
bringing the price of housing down because every digger working on a housing site today is costing €120 more per day in green diesel. The Government talks about doing sewerage projects and water projects. Every single machine working on those sites is costing €120 more because green diesel … this contractor? What has been done is ill-thought out. I welcome the bits that are good, but my God, on the green diesel, does the Minister and the Minister of State realise that the price of white diesel went up by about 50 cent? It has gone
litre;
— the Government deferred the planned increase in carbon tax, scheduled for 1st May, until October, to provide additional support for consumers of green diesel and other affected fuels;
— to protect those at risk of fuel poverty, the Government extended the fuel allowance season by four weeks, which … more people struggling to keep up;
— the Government measures on Excise Duty on fuel do not go far enough, with petrol, diesel, and green diesel all remaining too expensive at the pumps;
— the Government has refused to cut Excise Duty on home heating oil, despite over
voted against the carbon tax a good few years ago. When white diesel, inclusive of VAT and taxes was at €1.70, green diesel was at 95 cent and kerosene was at 95 cent, one would think that the need for carbon tax was then gone to discourage people … from using fuels such as green diesel, white diesel and kerosene. The Government is persisting with it notwithstanding the way it has increased. Let us consider white diesel at €1.70. Carbon tax is included in that and was covering all the schemes that the Government said
this year. Farmers will still be driving tractors on 1 January and the failure of the Government to cut the carbon tax on green diesel will penalise and tax the work farmers and farm contractors do because they have no alternative but to use tractors, machinery and green … diesel. Not only has the Government not provided supports in relation to green diesel in 2027, but it will increase the cost of green diesel on 1 January with the reintroduction of the NORA levy.
The proposed measures around succession partnerships will do very little for generational renewal
asking in the name of God - does the Minister think these people can carry on in the wind?
Green diesel has gone from 90 cent last January up to €1.68 yesterday. Everything I know is using green diesel. The Government has seen after the haulage, but I have … them and the Government is only giving it back to those people. It is the same with the people who are paying for green diesel. The Government will have to do something for them. Every machine involved in civil works, maintenance of roads and maintenance of waterworks
this brings the total reduction on petrol to 27 cent per litre, VAT inclusive. We will also reduce the excise on MGO, or green diesel, by a further 2.4 cent, VAT inclusive. Talking the 2 cent NORA levy reduction into account this brings the total reduction … green diesel, to 7.4 cent per litre. As I said, this needs to be read alongside the specific sectoral package of supports brought in for those who use and are dependent on green diesel. All of these reductions will run until 31 July.
The estimated cost of these
cent per litre for petrol until the end of October. We are also extending the temporary reduction applying to marked gas oil, or green diesel.
From November onwards, the current intention is that these temporary measures will be restored on a gradual and phased basis … Indeed, as colleagues know, it does not stand alone. Since March, the Government has temporarily reduced mineral oil tax on petrol, diesel and green diesel, and has reduced the NORA levy to a nominal amount. Taken together, these measures have delivered savings or reductions to families and businesses
place? I ask the Government to go back to what I asked on 24 March when it forgot about the people on green diesel and heating oil. When green diesel went up 80 cent, the Government offered 3 cent. When green diesel is at €1 per litre
supply their own products. Agricultural lorries transporting cattle will not get the diesel rebate either. I am hurting for those people.
Regarding green diesel for the tractor men, as the Ministers know, no tractor has gone inside a gap for the last three months … something better for the tractor people. I include in that the industrial workers and fishermen. Those with any type of engine that uses green diesel are paying up to €1.68 a litre when it was 98 cent three weeks ago. That is an awful jump of 70 cent
litre;
— the Government deferred the planned increase in carbon tax, scheduled for 1st May, until October, to provide additional support for consumers of green diesel and other affected fuels;
— to protect those at risk of fuel poverty, the Government extended the fuel allowance season by four weeks, which … reducing the excise duty on diesel by a total of 32 cent per litre, on petrol by 27 cent per litre and on green diesel by 7.4 cent per litre. This means a saving of roughly €16 on diesel and €13.50 on petrol for motorists for an average
with diesel prices hitting more than €2.20 per litre at the forecourts. Home heating oil costs €1,600 for 1,000 litres and green diesel is almost €1.70 per litre for farmers. As workers and families suffer, the prices continue to rise at the pump and the Government … fuel support scheme was flawed. It was only a sticking plaster on a major crisis. The Minister should have reduced the price of green diesel at the pump and that is what should be done now. I call on the Government to use the €60 million to reduce
Minister steadfastly refused to cut excise duty on green diesel, despite all of the evidence and the knowledge that farmers are under serious pressure. The reason is that the excise duty on green diesel is carbon tax. It is the carbon component. Does the Tánaiste know something … today to still support farmers in a way that really matters, right here, right at the pumps, by actually removing carbon tax from green diesel. Why will
only be able to purchase far less than what they need to keep themselves warm for the winter. It is the same with green diesel. Some people were not included in the packages given out in May. The agricultural contractors and farmers were given packages at that time … help them to reduce the cost of the green diesel. Many of them could not draw it down because they had infringements for spreading slurry outside of the time. Maybe some of them were not up to date with Revenue. They were not eligible. That
Everyone else is running just to stand still.
Sinn Féin brought forward legislation over a month ago to reduce the cost of petrol, diesel, green diesel and home heating oil. We called for the maximum reduction for everyone, directly at the pumps, but the Government opposed these common … excise, including the carbon tax, on home heating oil. We also called for the maximum cut to excise, including the carbon tax, on green diesel.
The Government created a situation where people felt ignored, so they took to the streets in protest. This was like the Right2Water mark
very unfair that this cohort of people is not being rewarded because these people are working.
There is nothing for the green diesel. I have been raising this since we came back with regard to the construction sector. It has been left out completely.
The Taoiseach, Deputy Micheál … small machines and every kind of machine you could think of, including cranes, dumpers, rollers, diggers and everything else, their machines are guzzling green diesel. Its price was a constant 94 cent a litre in the year from 2025 up to the end of January 2026. Today
European Union. The details of the package are well known. There are reductions in the excise duty on petrol, diesel and green diesel. There is a package for farmers, farm contractors, agricultural contractors, hauliers, bus contractors, fishers and many important supply sectors of the Irish economy.
The Deputy … listen and we listened when people in this House said that we should suspend the increase in carbon tax on kerosene and green diesel. We support the carbon tax, as do most of the Opposition although Sinn Féin does not, because it plays a very important role
doing so, we have deferred the 1 May carbon tax increase on home heating fuels; reduced excise duty on diesel, petrol and green diesel; enhanced the diesel rebate scheme for hauliers and passenger transport operators, mitigating price increases in these sectors and the associated knock-on effects they … fishing sector facing unprecedented increases in fuel costs, which gave a support rate equivalent to approximately 20 cent per litre of green diesel. This Government has been doing its best for farmers and the agricultural sector. I have no doubt that it will continue
price controls. That is what they asked for. In fact, price controls they asked for on petrol, diesel, home heating oil and green diesel were almost exactly what we put in a Bill we brought into this House two years ago and that we brought in again … number of weeks ago almost word for word. They would actually bring down the cost of fuel, green diesel and home heating oil to levels that are affordable and where there would be certainty because all of the measly concessions the Government has given, which are totally inadequate
asked the Tánaiste and Minister for Finance if he will consider the maximum removal of excise duty, both carbon and non-carbon, from green diesel, given the vital role of green diesel in primary production like farming and other sectors such as construction; and if he will make
Government would have their backs and reduce further the prices of petrol and diesel, as well as those of home heating oil and green diesel, but it refuses because it simply does not get it.
For hundreds of thousands of people, driving is not optional. Delaying planned increases … have cut the price of diesel and petrol by 10 cent. He should have supported our farming community by reducing the price of green diesel by the maximum amount, another 17 cent. His Department has acknowledged time and again that reductions in fuel prices help reduce inflation because
