I recall that Deputy Doherty previously raised the issues with the operation of the diesel rebate scheme. I am advised that Revenue has had ongoing engagement with the representative bodies in relation to the diesel rebate scheme. Revenue highlighted that incomplete

Government we have acted to mitigate the impacts across society with a broad range of measures. Some of the measures, like the diesel rebate scheme and the fuel allowance extension, are targeted, while others are more broad reaching, such as the excise rate reductions. As we have stated … mentioned, section 1 relates to the diesel rebate scheme, which was introduced in 2013 to provide support for essential road users at times when the price of auto diesel was relatively high. The diesel rebate scheme, DRS, is permitted under Article 7 of the energy tax directive, subject

April in relation to the fuel crisis. Section 1, as the Minister of State said, relates to the increase in the diesel rebate scheme. I have raised this issue on many occasions with the Minister of State and the senior Minister, given the fact that many hauliers have … this House over and over again for a completely different approach. Because of how the EU energy directive is designed, when the diesel rebate scheme is increased, the space for the Government to reduce excise for the wider general public is reduced. However, there

Deputy Doherty raised concerns with regard to the diesel rebate scheme and cash flow issues for recipients. The Government is cognisant of the current difficulties being faced by licensed operators. I would highlight that … diesel rebate scheme will provide much-needed cash flow to the sector. I can confirm that Revenue has reviewed its internal processes and identified several IT solutions, which are to be implemented to issue refunds faster to compliant taxpayers.
The Deputy was also critical of the fact that

We are enhancing the diesel rebate scheme. We are delaying the scheduled May increase in carbon tax until later in the year. We are reducing the NORA levy
This is tied to the latter amendment and I will speak further at length on that. Recommendation No. 1 deals with the diesel rebate scheme, which operates within a window that closes on 1 October. That is the wrong decision and it should be extended beyond the budget … reviewed at the time of the budget, which is the following week, with a decision taken broadly not just on the diesel rebate scheme but also, as we will see in recommendation No. 2, the excise duty that will be placed on petrol and diesel and whether that

— an extension of the fuel allowance … chain that are critically important to that. They are on top of additional measures that were taken, such as expansion of the diesel rebate scheme. The extension for a further four weeks of the fuel allowance, which has been referenced, is very important. What has not been referenced

Above €1.43 per litre, hauliers can receive up to 7.5 cent per litre back. However, only 45% of operators claim it. That tells … second step is to design climate measures in a way that helps rather than penalises smaller operators. We should make sure the diesel rebate scheme is fully taken up and ensure alternative fuel grants are sized so that small, family-run hauliers can access them, not just

On 12 April the Government agreed a new additional package of measures to further reduce excise rates on fuel and it announced additional … coupled with, such as the significant excise duty reductions, the National Oil Reserves Agency, NORA, levy pause and the increase in the diesel rebate scheme, which is administered by the Revenue Commissioners and runs until the end of July.

Government has taken steps, such as the €18 million licensed haulage support scheme and the diesel rebate scheme, and these have helped to some degree, but they are temporary, limited in scope and often underutilised. For example, only 45% of eligible … operators claimed the diesel rebate last year. We have to ask why. It is because this process is complex and small operators simply do not have the administrative capacity to navigate it.
This is not just about cost but about competitiveness. When haulage costs rise, Irish SMEs lose
fuel. The rising costs associated with these essential elements of our transport infrastructure are unsustainable. In 2022 and 2023, two temporary haulage support schemes were initiated by the Department of Transport, which provided much-needed financial relief to the sector. In those two years alone, €15.6 million … many operators still face significant challenges. Fortunately, diesel prices have receded from the peaks witnessed in the latter half of 2022.
