relation to the noise aspect of this planning application is expected after that period ends. This decision will be incorporated in the planning decision by Fingal County Council, which is expected shortly thereafter. It is, however, likely that any planning decision by Fingal County Council may then … order as exempted development but only where they are not separately subject to environmental assessments under EU law. I will publish an order on my Department’s website and in Iris Oifigiúil and inform Fingal County Council, which is the relevant planning authority. While it is critical that

hope that future Ministers will understand that an obligation is not a choice. An obligation is something that we must do, and to exempt what is proposed from the provisions of section 15 of the climate Act is quite preposterous. Last week, I raised with the Minister … have bodies in place that are statutorily responsible for land use the planning of infrastructure in Ireland. The Minister does not need me to tell him about how abject a failure the strategic housing development policy was in that it bypassed local authorities and went straight

To do otherwise would create a situation where we develop a reserve which locks us in to further fossil fuel dependency well past its sale-by date. That, in my view, is what this proposal … burden onto households, small businesses and other parts of the economy. We are exempting this liquefied natural gas, LNG, terminal but for every other public body in Ireland, the commitment to national mitigation plans and to the adaptation frameworks and the transition objectives all are legally binding. that the lights will stay on. Now we are in a position where the Government intends to spend €1 billion to facilitate the development of a liquefied natural gas, LNG, terminal, as a so-called strategic gas reserve in County Clare, where I am based. That is wrong … zero. Instead of harnessing that massive natural resource, the Government is rolling out the red carpet for commercial LNG, disapplying the planning Acts, carving out exemptions from normal conditions and, as we have seen in County Clare, failing to properly engage with local communities. That is not democratic

Planning consent processes under those Acts would ordinarily require consideration of national planning policy, including the national planning framework and any climate-related material considerations … climate committee. Nobody is claiming our planning system is perfect - far from it - but public confidence depends on decisions being made through transparent and independent processes. Homes, Building Communities, my Department is undertaking a review of the operation of existing local authority financial contribution schemes. Policy responses will be developed on foot of the findings of this review, which is currently under way. The work under way at the moment is with the Housing … Agency to advance a review of the financial contribution schemes operated by some local authorities. response to the many points made. As Deputy O'Gorman said, we have to be accurate in what we say. This legislation is exempt from section 15 of the climate action Act. It is of critical importance to acknowledge that in the first instance. Otherwise, we are beating … that nature in respect of legislation does not help. Development (Strategic Gas Reserve) Bill and this Bill each contain specific carve-outs to exempt the particular issue they deal with from scrutiny under section 15 of the 2015 Act. There is a sense almost of pre-emptive guilt on the part of the Government. The exemptions … Bill does not in any way anticipate an assessment-of-noise impact and it again pushes responsibility for noise mitigation back onto the planning authority. The need for air connectivity in an island nation like Ireland is unavoidable. Again, nobody disputes that. What is of concern here
