Tax Rebates
Simon Harris 21 Apr 2026
have looked at this issue in terms of both access and cash flow in relation to the diesel rebate scheme. As the Deputy knows, the diesel rebate scheme is a state aid that provides qualifying road haulage and passenger transport operators with a partial repayment of mineral … almost €40 million was paid out under the scheme, providing targeted support to the road haulage and passenger transport sectors. The diesel rebate scheme rate of repayment is linked to the average retail price of auto diesel, based on data from the CSO. A 7.5 cent rebate

They are on top of additional measures that were taken, such as expansion of the diesel rebate scheme. The extension for a further four weeks of the fuel allowance, which has been referenced, is very important. What has not been referenced

experiencing real and immediate financial pressure including reductions in excise rates for fuels and increased repayment rates for eligible recipients of the diesel rebate scheme. On 12 April the Government agreed a new additional package of measures to further reduce excise rates on fuel and it announced additional … coupled with, such as the significant excise duty reductions, the National Oil Reserves Agency, NORA, levy pause and the increase in the diesel rebate scheme, which is administered by the Revenue Commissioners and runs until the end of July. stop there. We also strengthened sector-specific supports where fuel is a non-negotiable input. These include an increase in the diesel rebate scheme, rising to 12 cent per litre; a new road transporter's support scheme for haulage and coach operators; and €100 million for a fuel

volatility. We recognise that some sectors also need more than just price relief. For this reason, we have introduced and increased the diesel rebate scheme to 12 cent per litre. We have also established a new road transporter's support scheme, with direct payments for haulage and coach

scale of the challenge around diesel. Third, I am answering the specific question the Deputy tabled, No. 231, which relates to the diesel rebate scheme. This is a very valuable scheme. Hauliers value it and farm contractors sought it. The sector sees value in the scheme. The Deputy

month increase ever recorded; — kerosene is the main heating fuel for 700,000 households across the country; — the prices of petrol and diesel have exponentially increased in recent weeks, putting huge pressure on commuters as well as the transport and agricultural sectors; — households in Ireland pay €360 more … work; and — increase the rebate scheme for the transport sector, to cover unsustainable increases in fuel costs, and introduce a rebate scheme for green diesel that can be availed of by agricultural contractors and others who use that fuel. would then not have to wait three months and deal with more paperwork and red tape as they fill in applications to the rebate scheme. What people are demanding and took to the streets for, although the Tánaiste refused to listen to them, is a cut to excise … still capacity to do some of that because we are still not at the minimum levels of excise duty on petrol and diesel. A carer who rocks up to the petrol station tomorrow will pay €2.07 per litre. He or she is paying more excise duty on that

know that half measures do not cut it. Still we see so many people, particularly hauliers, who are locked out of the rebate scheme. There are reasons for this, such as if they are transporting livestock, their own product or if they do not have a haulage licence … needs to be given at the fuel pumps. That would benefit not only hauliers but also everybody else who relies on petrol and diesel and who are paying extortionate prices during this time of crisis. Will the Tánaiste finally listen, see sense and actually cut fuel prices

remain a major pressure. The RTSS is designed to help when diesel exceeds €1.90 per litre and that threshold reflects the point at which many operators simply cannot cope. However, hauliers are not just dealing with diesel. This is a point I have raised with the Minister … Hauliers wants to invest in greener fleets and be part of the climate solution, but HVO is more expensive and, unlike diesel, there is no rebate mechanism to offset the cost. We really need to move on this. Operators that are trying to do the right thing

farm contractors and bus and coach operators, many of whom did not always get any wins in rebate schemes that existed previously, so I would like to think that the schemes being operated will be delivered for them. Being left out altogether, however, are the regular … credits to reduce electricity bills. We are talking about cuts to fuel taxes. The Government could go further in relation to petrol and diesel than 15 cent. That is before we talk about the abject failure there has been on green diesel. I cannot get over the fact
