begin by cautiously welcoming the short-term reprieve brought about by the Government's decision to reduce excise duty temporarily; to cut the NORA levy, a measure to which this legislation gives effect; and to take on board one of the Labour Party's proposals, which … Donald Trump wakes up on - that any benefit arising out of the temporary reduction in excise duty and the small cut to the NORA levy could be wiped out by the end of the week or even sooner.
The reality is that the measures the Government has introduced

address the pressure faced by consumers. The Bill gives the necessary legal basis for a reduction in the National Oil Reserves Agency, NORA, levy from 2 cent per litre to a nominal amount, effectively zero, for a two-month period. The reduction will come into effect from … Bill also provides scope for the Government to amend this period by way of order at a later date, if required.
Currently, the NORA levy is a charge of 2 cent per litre applied to most petroleum products sold in the market for the purpose of funding
shock arising from the ongoing conflict in the Gulf region and Middle East region, the Minister, Deputy O’Brien, will also reduce the NORA levy from 2 cent per litre to a nominal amount. That will require primary legislation which will be forthcoming this week. When the excise … reductions in petrol and diesel are combined with the changes to the NORA levy, that means a 22 cent reduction in a litre of diesel and a 17 cent reduction in a litre of petrol.
These are concrete actions to help and support families, working people and business
understand the difference between the Climate Action Fund and the NORA levy that funds it and the carbon tax. It is really important that the Government has stood strong with the carbon tax and it is being very clear that it is to be ring-fenced for climate … that the carbon tax is fundamental to our climate ambitions and our climate action while at the same time reducing the NORA levy in a way that it could possibly be done over 18 months without bringing it back to the floor of the Dáil or without bringing
will return later in my contribution to the aspects of the debate my party colleague has raised. The 2 cent reduction in the NORA levy is a drop in the ocean for homeowners and householders who are relying on home heating oil, the hundreds of thousands of people … Social Democrats.
In the absence of that, we have supported the excise reduction and we will support the 2 cent reduction in the NORA levy. However, as my party colleague has stated, we have concerns about this Bill. It is much more far-reaching than what was originally
amended by adding a new paragraph after paragraph (2):
“(3) The Minister shall, within three months of the reduction of the NORA levy during the period identified in section 37(1A)(b) coming into effect, prepare and lay before Dáil Éireann a report examining the impact of providing … section 34 of the 2007 Act such that it will state that the Minister shall, within three months of the reduction of the NORA levy during the period identified in section 37(1A)(b) coming into effect, prepare and lay before Dáil Éireann a report examining the impact
have the same opportunities when it comes to climate action as wealthier residents in the country. This fund, which is facilitated through the NORA levy for climate action, is very important and fulfils a very important function.
The Climate Action Fund is not just for emission reduction measures … Bill and agree to our amendment and that in the event that a Government decision is made to continue a reduction in the NORA levy, it has to come back to be debated in and be a decision of the Dáil
cent per litre for auto diesel and 3 cent per litre for marked gas oil, or green diesel. In addition to the NORA levy reduction of 2 cent, this will provide for an overall reduction of 17 cent on petrol, 22 cent on auto diesel and 5 cent … would have a significant impact on consumers. This will also benefit households at the pumps, given the various measures related to the NORA levy and excise. We must respect the fact that we are limited by the rates allowable under the energy tax directive and VAT directive.

State takes 60% to 65% of the cost of every litre in taxes and levies - excise, carbon taxes, a National Oil Reserves Agency, NORA, levy and VAT on top of everything else. The list goes on. We are told that international instability is pushing up prices
reserves are not just in Ireland, but we have a deal with someone else. The way NORA is set up needs more explanation, to be quite frank about it. The levy going is a good thing.
We welcome the reduction in the price of fuel for white diesel … believe that this was all a requirement of the EU. If we can bring in legislation today to basically get rid of the NORA levy, there is no reason we cannot do the same for the home heating sector and the agricultural and building sectors.
I spoke
simply advisory. It is specifically focused on the Middle Eastern supply and the breakdown of energy supply. On the specific matter regarding the NORA levy, there is a 2 cent reduction, which is a temporary measure to help to affray costs, plus the excise duty reduction … committee and I will keep this matter under regular review. I am conscious that the levy we are now removing will mean there will be less funds going into NORA. That is a short-term measure to try to affray cost increases. Mar a dúirt mé, ní féidir
good to have a few extra minutes to talk about this. Obviously, this legislation is about the National Oil Reserves Agency 2 cent levy suspension. That makes it 22 cent in total on diesel, 17 cent in total on petrol and another 2 cent reduction on home heating … society are going to be affected by it. We need to do more. In that context, I welcome the suspension of the NORA levy, but we need to do more on the excise duties in the short term. In the medium term, we have to move away from
their homes, and will make a material difference from a Government perspective, considering the unpredictability that we talk about. The reduction in the NORA levy in the next two months will work alongside the reduction in excise duty, the expansion of the diesel rebate scheme and the extension … simply do not know what the future holds. The Bill proposes a targeted and practical intervention, a temporary adjustment that reduces the levy for a defined period but also allows the flexibility for the Minister to extend it, should that be necessary. Today, we can directly lower
work, or not; businesses being able to function, or not; and farmers being able to produce food, or not. The Government is levying it at a rate where people cannot afford to pay it. I do not think the Government understands that. That is the key problem with … have seen the price of home heating oil double in the last four weeks is to give a 2 cent reduction in the NORA levy. That is astounding. It has gone from €1,000 up to €1,750 and the Government’s response is to drop

I recognise that farmers and the agrifood sector may, like other sectors in the economy
voted against a 15 cent reduction in petrol and a 3 cent per litre reduction in green diesel, and also voted against the NORA levy, or will, in terms of its commitment
will also benefit from the reduction in diesel and petrol that Sinn Féin voted against and opposed, and people will benefit from the NORA levy also. In the broader area, of course, in the last budget, we increased way above inflation the social protection measures, pensions
petrol and diesel prices will definitely help families across the length and breadth of the country. We also have the reduction in the NORA levy. The Deputy cannot just isolate one from the other; they will all help to some degree

been taken and that action is absolutely welcome. The reduction in excise on petrol and diesel alongside a significant cut to the NORA levy will provide immediate and tangible relief at the pumps, not just "No" politics for the sake of "No" politics. For many working people, particularly
retain a surplus as well. The cost of this over the two-month period is approximately €20 million - probably less because the NORA levy receipts vary month by month. The clause is a sunset clause. This dies off after that period of time. It does not give
home heating oil or petrol. The focus on the fuel allowance does help with home heating oil, as does the reduction in the NORA levy. It should be remembered that there is a substantial household benefits package of €420 a year for electricity and gas. The supplementary welfare
