Deputy Farrelly you are in other Members' time now. I call Deputy Richard Boyd Barrett.
I thank the Deputy. The Minister to respond.
The Minister to respond.
Please, Deputy.
Deputy, do you want the answer? Please. We do not have time for this.
We do not have time for this. Minister, we do not have time. There is 40 seconds.
I call Deputy Ken O'Flynn.
Deputy O'Flynn, it is one question.
Right.
Deputy-----
Continued interruptions mean we may not get three Members in today. I call Deputy John Connolly.
Is the Bill opposed?
Since this is a Private Members' Bill, Second Stage must, under Standing Orders, be taken in Private Members' time.
In accordance with Standing Order 87, as the required number of tellers have not been appointed for the Níl side, I declare the question carried.
Before I call the Minister to open the debate, I remind Members that there are two separate motions being debated, namely, Financial Resolutions Nos. 1 and 2. They will be moved separately but will be debated together and decided by separate questions. I call the Tánaiste to move the first motion and open the debate.
From the Independent Technical Group, I call on Deputy Michael Collins.

I wish to advise the House of the following matters in respect of which notice has been given under Standing Order 39 and the name of the Member in each case:
Deputy Paul Murphy - To discuss the impact of the changes to BusConnects routes in Dublin South-West.
Deputy Pat Buckley - To discuss the proposed construction of a waste incinerator in Ringaskiddy, Cork Harbour, County Cork.
Deputy Malcolm Byrne - To discus…
You will have to come back in, Deputy. I call the Minister of State.
In accordance with Standing Order 85(2), the division is postponed until the weekly division time next week.
I welcome the delegation in the Distinguished Visitors Gallery to the House, including the speaker of the People's Republic of China. I ask my colleagues to extend a warm welcome - a céad míle fáilte - to our guests from the National People's Congress who are here on a benchmarking visit to the Houses of the Oireachtas. The delegation is accompanied by the Ambassador of China to Ireland, H. E. Mr. Zhao Xiyuan.
I welcome all our visitors in the Public Gallery.
Please, Deputies.
