The Minister of State's interrupting of my colleague was really out of line but it suggests that he knows this is a complete betrayal of the people's desire for Ireland to remain a neutral country. Even more than that, this is Fianna Fáil betraying its promises and going back on them. Fine Gael has always been very interested in pulling us into deeper militarisation and military links but for Fianna Fáil, this is dee…
This Bill is deeply disappointing from a number of angles. My colleague has just gone through some of them. In particular, what is frustrating about the Bill is what it does not contain and what it should contain. When we look at the scale, in particular, of issues such as child poverty, households in arrears, and families who are literally struggling to cover the basics; elderly people turning off the heat and climb…
I thank Sinn Féin for bringing this motion forward. Everyone in this country was absolutely horrified and shocked by what happened with the loss of life suffered by the English family. As Deputy Gannon did, I extend my sympathies. It truly is horrific to think that those parents and children died in a petrol bomb attack of their house. Those children deserve to be waking up. They deserve to be having a Christmas. I a…
Many people in RTÉ and across the wider production sector were shocked when the budget allocation was announced. It was €20 million short of the multiannual funding agreed, putting a new studio, various productions and jobs in jeopardy. I understand that the Minister has met with RTÉ since then. Can the Minister of State tell the House whether funding will be restored to RTÉ, under what conditions if any and whether …
I also pass on my best wishes to the Minister; I hope he makes a speedy recovery.
Unfortunately, that response did not give clarity. Níl aon soiléireacht anseo ar chor ar bith. The Minister said the reason was performance related. In advance of the budget when the Minister asked the Department of public expenditure for the €20 million, no performance issues are raised and were only raised at a press conference the d…
I am still no clearer on whether RTÉ has this €20 million or not? Was this a solo run by the Minister or is this the Government's position? As it is clear that RTÉ has not received the €20 million, where is it? It did not go to Fís Éireann and it did not go to TG4, which also actually effectively received a cut in its funding. Cá ndeachaigh an t-airgead? It did not go to the Arts Council, so where has it gone? Were t…
I raise the severe challenges facing a community service in my constituency in west Finglas, the Finglas West Family Resource Centre. As the Minister of State is well aware, parts of Finglas are some of the most disadvantaged areas in the country. I was looking at the Pobal deprivation index. Unfortunately, it shows that, rather than progressing as most of the country did between 2016 and 2022, a number of areas of s…
I thank the Minister of State for his response. I outline again the level of deprivation in west Finglas. A number of areas are affected by extreme disadvantage and their deprivation levels actually increased. Between 2016 and 2022, three areas of extreme disadvantage in west Finglas increased their deprivation scores. For example, one went from -22 to -41. As the Minister of State knows, minus mid-40s is one of the …
I thank Sinn Féin for bringing forward the motion and keeping the focus on this because the Government completely failed to address the cost-of-living crisis in the recent budget. It has fundamentally failed to address it because it does not change the situation whereby Bord Gáis customers have seen a €177 annual increase in their electricity bills, a €140 annual increase to their gas bills and 322,000 households in …
-----said he was quoted more than €1,000 for 600 litres of home heating oil. He is afraid to turn on the heating as we approach the winter months. This is a man in his 80s afraid to turn on the heating. Fianna Fáil and Fine Gael talk about their great achievements in the economy, but here we have-----
-----someone in his 80s who cannot afford to turn on the heat.
We have billions in surplus.
We have billions in surplus.
This should have been a budget of hope for housing and hope for our young people that they can have a future here, that they can buy a home and that they can rent securely and affordably. However, the budget, just like the Government's housing plan, has no coherent strategy and no vision that can solve the housing catastrophe. The budget will just deliver higher house prices, higher rents and higher homelessness. It …
We have serious concerns that this measure will further inflate house prices. It is not just us in the Social Democrats that are saying it; the ESRI in previous research and also the Central Bank highlighted that schemes like help to buy have an inflationary impact on the housing market.
When we look at six years of Fianna Fáil and Fine Gael budgets and housing policy, what has happened to house prices? The median h…
There has been a lot of giving out about this by previous speakers from the angle of inequality and the issue of privilege. A lot of it is a complete misunderstanding or a purposeful misunderstanding of the points that were made earlier by Deputy Cullinane. What this means is that there will be no tax charged on an inheritance of €420,000. That is a significant amount of money when there are people in this country wh…
It seems that Fianna Fáil and Fine Gael have given up on supporting or even pretending to support the majority of people in this country, that is, working people and people who are not of privilege and high income. It is not surprising for Fine Gael, which traditionally was always seen and clear as being the party that stood for the big farmer and others. Fianna Fáil always prided itself as being the party that stood…
94. Deputy Rory Hearne asked the Minister for Housing, Local Government and Heritage if he will consider an emergency response to the growing number of people homeless in emergency accommodation and the very high estimates of those who are living in hidden homelessness; to outline the measures his Department is already taking; if he will declare the situation a crisis requiring an emergency and coordinated response; …
Last week, we saw record levels of homelessness in this country with 5,830 children in emergency accommodation. What emergency action is the Minister taking to immediately stem the flow of families and children into homelessness and the length of time people are spending in homelessness? I have not seen an emergency response from the Minister to this homelessness disaster. What will he do about it?
The Minister knows the main cause of families and children being made homeless is eviction from the private rental sector. He says he has brought in measures that give the strongest tenancy protections we have seen but he knows also that those tenancy protections do not apply to all existing tenants. There are hundreds of thousands of tenants, including tens of thousands of families and children, who are as vulnerabl…
This week, I met three different people who are in homelessness in emergency accommodation, in particular, parents of children. Any length of time spent in emergency accommodation is deeply damaging. It is a trauma to a child. The trauma started even before they entered emergency accommodation, with the stress and trauma of being evicted from their home. It is having to take a child, having to take their teddy bears …
Tairgim: "Go léifear an Bille an Dara hUair anois."
I move: "That the Bill be now read a Second Time."
The starting point of this Bill is that the housing crisis is a complete and utter catastrophe, and we need something to radically change. Over two years ago, the Housing Commission, an official body set up by the Government, recommended that a right to housing should be inserted in the Constitution. Since then, t…
I thank those who spoke in favour of the Bill, including Sinn Féin, the Labour Party, People Before Profit and my colleagues in the Social Democrats. They all spoke clearly and eloquently and made the case that was needed to be made as to the importance and significance of this Bill. I express my deep disappointment that the Government is opposing this. I am trying to figure out its reason for doing so. I do not thin…
The Minister of State set out that Ireland would engage constructively with the development of proposals for a potential EU-wide windfall tax levy. She also talked about what the Tánaiste had done on this. The European Commissioner for energy, however, has said very clearly that the EU is not planning any EU-wide tax on windfall profits and actually said yesterday that the Commission will help countries to develop sc…
